The primary purpose of this position, QUALITY ASSURANCE SPECIALIST (MECHANICAL), GS-1910-11, is to execute an aggressive world-class quality assurance program that includes autonomous surveillance and evaluations of all compliance to the organization's instructions, guidelines, products, core processes, and maintenance personnel.

Duties

Perform Personnel Evaluations (PEs), Quality Verification Inspections (QVIs), Routine Inspections (RILs), Isolated Violations (Detected Safety Violations {DSV}, Tech Data Violations {TDV} and Unsatisfactory Condition Report {UCR}), Squadron Inspection Plan (SQIP) inspections, and other inspections/audits (Management Inspections {MI}, Special Inspections {SI}, Report of Survey Investigations {ROS}, etc.). Adhere to and enforce all applicable safety and health requirements and directives while performing assigned duties within the organization or other assigned locations as directed by management. Accumulate data from various sources, conduct studies, prepare reports, and make presentations relating to the quality assessments, quality assurance program, and quality of production operations within the division. Work with the Quality Assurance Specialist Supervisor, Lead QAS, higher graded QAS's, ES's, Engineers, planners, management of all levels etc. to gain experience in making decisions and analyzing issues. Serve as Point of Contact (POC) within the squadron and flights for Incoming and Outgoing Product Quality Deficiency Reports (PQDR).

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, to include the Individual Occupational Requirements (IOR) for the GS-1910, Quality Assurance Series. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. GS-11SPECIALIZED EXPERIENCE Applicants must have at least one year (52 weeks)of specialized experience at the next lower grade (GS-9), or equivalent in other pay systems. Specialized Experience is experience that demonstrated a practical knowledge in monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas. An example of creditable specialized experience includes: reviewing production activities and capabilities in light of contract quality requirements; and reviewing written quality or inspection procedures for adequacy, and evaluating the implementation and effectiveness of quality/inspection systems, including sampling plans. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Applicant must have a PH.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related, with a major study of quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combination of successfully completed, qualifying education and experience may be used to meet total experience requirements. Specialized experience directly related to the work of the position may be used to meet the requirements of this position. Education in excess of a master's or equivalent graduate degree, or two full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related, with a major study in any combination of courses such as those shown above, may be used to qualify applicants for the GS-11 level. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Due to the use of 120-day rosters, applicants within 120-days of completion of TIG requirements are encouraged to apply. Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledgeable of all Automated Data Processing Equipment (ADPE), required software programs and data systems. Will also conduct documentation reviews for currency and accuracy using various software programs. Knowledge of a wide range of maintenance concepts, principles and practices related to mechanical asset maintenance/repair and commodities repair processes. Must be skilled in applying this knowledge when conducting difficult and complex assessments. Knowledge of quality management systems requirements and skill in applying quality assurance (QA) methodologies. Skill executing QA methodologies to assess technical compliance and identify and analyze complex technical data and problems. Skill in providing technical and program advise/status in terms of oral and written briefings, reports and recommendations to senior leadership, maintenance supervision and technicians. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PHYSICAL DEMANDS: In addition to the work performed at a desk, the duties regularly require extended periods of walking, standing, or bending while observing manufacturing operations, witnessing tests or examining material and processes. The quality specialist may be required to lift assets weighing 25 pounds and over with assistance. WORK ENVIRONMENT: In addition to the work that may be performed in an office setting, the duties involve regular and recurring visits to manufacturing, storage, or test areas. Such visits may require use of appropriate protective clothing or gear such as safety glasses and shoes, ear protection, and hard hat, and observance of appropriate safety precautions.
