The primary purpose of this position is to serve as a Quality Assurance Specialist in the evaluation/audit areas of electronic equipment and instruments, including but not limited to radio and television equipment, radar, sonar, navigational computers, missile guidance equipment, and electro-optical equipment.

Duties

Develops Acquisition Quality Assurance programs and conducts on-site audits to monitor contractors methods, programs, records computerized electronic software and hardware, etc. used to maintain and operate T6, T38C Simulators, T-1 GBTS and the associated Training System Support Centers (TSSC). Provides technical expertise on the management, operation, maintenance, modification and acquisition of assigned flight simulators and aircrew training systems. Participates in meetings involving technical planning and/or presentations related to the development or requirements of ATSs. Complies with applicable safety and health policies and regulations and adheres to guidelines for ethical conduct and safeguarding sensitive information such as Statements of Work, etc. Prepares various reports, forms, OIs, correspondence and other quality assurance documents.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Quality Assurance Series 1910 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of established techniques, procedures and general guidelines related to establishing and managing a quality assurance program for T6, T38C Simulators, T-1 GBTS and the Training System Support Center. Skill in applying these techniques and procedures to plan and perform oversight of moderate to less complex contracts for which precedents exist; Working knowledge of maintenance and repair procedures, configuration control procedures, security and safety programs as they relate to QA programs for T6, T38C Simulators, T-1 GBTS and Training System Support Center and associated hardware and software, radar landmass systems, etc.; A practical knowledge of electronic software associated with the operations and maintenance of T6, T38C Simulators, T-1 GBTS and Training System Support Center such as that gained through specialized training and experience and skill in applying same to "real life" training situations; Knowledge of conventional fact-finding or investigative techniques and skill in developing, reviewing, analyzing and evaluating facts to discover trend lines, especially those which would adversely affect delivery of the contract and in preparing documents to evaluate and report findings. This definition of specialized experience is typical of work performed at the GS-09 grade/level position or equivalent in the federal service. NOTE: Your resume must show experience. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of Contractor Logistical Support (CLS) contract procedures to include management analysis, statistical methods, sampling plans and procedures, quality methodology and statistical methodology. 2. Knowledge of electronic systems, equipment, instruments and controlling software and hardware to ensure T6, T38C and T1 Simulators reflects real life situations found on the actual aircraft during operation. 3. Knowledge of applicable policies, procedures, and guidelines related to logistical support, configuration management contractual requirements, safety requirements, handling of sensitive documentation, ethical conduct (IAW and DoD 55007-R, Joint Ethics Regulation and excerpts therefro), and establishing a QA program. 4. Knowledge of maintenance procedures and Enhanced Technical Information Management System (ETIMS) for simulators and related systems. 5. Skill in entering data from keyboard (qualified typist not required). 6. Ability to collect, analyze, and interpret data to measure success/failure of contractor in meeting contractual obligations through the effective and efficient use of audits and investigations. Be able to communicate through both written documents and oral presentations that effectively communicate concepts, ideas, and data to others. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
