Duties

Serves as Chief of the Supply and Services Branch in the Division of Acquisition Services. Plans, organizes, directs and evaluates the full range of acquisition functions in support of the California-Great Basin Region (CGB) programs and activities. Exercises warranted authority for award and administration of contracts. Identifies performance measurement targets for core services and key projects for supporting Region program priorities Conducts acquisition planning with project or program managers, prepares solicitations, evaluates bids, negotiates terms, conditions and costs and administers subsequent change orders and contract modifications for complex construction, supplies and services contracts. Develops, maintains, and implements Standard Operating Procedures for all critical processes. Provides guidance and oversight to Contracting Officer Technical Representatives (COTRs) and strategically manages the post award inspection of services program. Serves as first level supervisor over the Supply and Services Branch. Plans, schedules, and distributes the work, approves leave, identifies developmental and training needs, develops performance standards, rates performance, and makes recommendations for awards and promotions. Serves as a principal contracting advisor to CGB Region management.

Selective Placement Factor: This position requires a current, valid Level III/FAC-C or DAWIA Level III Certification. Failure to provide proof of such license will cause you to be rated ineligible for this position. To qualify for the Contract Specialist, GS-1102-13 you must meet BOTH the Basic Qualification Requirement and the Additional Requirements. Your resume must clearly describe your relevant experience. A copy of your unofficial transcripts must be provided with your application. Basic Qualification Requirement A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Exceptions: Applicants holding a GS-1102 position in federal service will be considered to have met the standard for positions they occupied on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver. -AND- Additional Requirements Applicants must have at least 4-years' experience in contracting or related positions. -and- One year of Specialized experience equivalent to the GS-12 level in the Federal service performing Examples include performing 1.) Complex procurement actions, using innovative acquisition and procurement processes that required a working knowledge of a wide variety of contracting methods and contract types sufficient to perform pre-award/post-award and/or contract price/cost analysis and experience performing acquisition planning; contract price and cost analysis/cost accounting techniques, comprehensive negotiation techniques and a working knowledge of statutes and regulations as they apply to procurement functions. 2.) Plans, directs, coordinates, leads, counsels, and evaluates subordinate staff; ensures the timely performance of a satisfactory amount and quality of work Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 06/03/2024.

Education

This position does not allow substituting education for experience.

This position has a mandatory education requirement. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. Non-submission will result in being rated not-qualified for the position.

You will be required to provide official college transcripts to verify educational qualifications, if selected. An official transcript must be sent directly from the University's Registrar's office and must be provided from the institution awarding the degree. Academic transcripts certified by notary publics are NOT official. Official transcripts must be submitted prior to reporting to work as a condition of employment. Failure to submit official transcripts may be grounds for dismissal or rescission of the job offer.

Accreditation: Only education from an accredited college or university recognized by the Department of Education is acceptable to meet education requirements or to substitute for experience, if applicable. Foreign Education: To receive credit for education completed outside the United States, you must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs.
