You will serve as a ACCOUNTANT in the Financial Management Division of ASN.
Duties
You will be responsible for Navy Working Capital Funds (NWCF) Receipt and Distribution and ensure monthly reports are reconciled.
You will lead Audit efforts in the DON NWCF by remediating Funding Requests, rectifying financial statements, and validating outstanding transactions.
You will reduce total overaged Unmatched Transactions (UMTs) and aged Unliquidated Obligations (ULOs).
You will support and improve the DON Integrated Risk Management program by developing and proposing automated solutions and identifying process improvements/efficiencies.
You will use data automation tools and predictive analytics to optimize stewardship of funds to ensure the successful obligation of available OA across the Wholesale and Retail Material and Ship Stores Operations budget projects.
You will review, recommend, and revise executions vs. budget for assigned programs. Lead budget processes, data analysis, and execution reviews for assigned programs.
You will review budget exhibit submissions of the BSOs, evaluating in terms of mission to be performed.
You will assure conformance with congressional intent and with plans and policies of SECNAV, the Chief of Naval Operations, Commandant of the Marine Corps, Joint Chiefs of Staff Joint Chief and SECDEF.

- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate:
GS-13- At least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Applying the knowledge of accounting concepts, principles, theories, and practices as they pertain to cost, staff, and systems; applying government accounting procedures and policies to manage resources; AND developing and maintaining accounting subsystems and tools for the collection, retention, analysis, and reporting of financial operations.
GS-12- At least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector assisting in applying the knowledge of accounting concepts, principles, theories, and practices as they pertain to cost, staff, and systems; applying government accounting procedures and policies to manage resources; AND developing and maintaining accounting subsystems and tools for the collection, retention, analysis, and reporting of financial operations.

Basic Requirements
- Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR
- Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
- Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
- A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
- Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
