The incumbent serves as a Supervisory Staff Accountant within the Financial Management Policy and Reporting (FMPR) Directorate, directly reporting to the Director, FMPR. The position involves coordinating with other departments, overseeing compliance efforts, and continually monitoring and enhancing financial practices. The incumbent's vital contributions significantly advance the FMPR Director's objective of championing financial integrity and excellence throughout the Department of Defense.

Incumbents typical work assignments may include the following:
Supervises and leads the formulation of financial policies and regulations at the Department of Defense (DoD); stays abreast of the latest financial laws, regulations, and best practices, ensuring alignment between DoD policies and the overarching financial management objectives of the broader government.
Supervises a team of experts in ensuring DOD financial policies and practices comply with federal guidelines and works closely with financial experts and legal advisors to interpret and implement regulations and accounting standards.
Leads collaborative efforts with various divisions, departments, and agencies to ensure the uniformity and synchronization of financial policies across DoD and in harmony with broader government financial management initiatives.
Supervises and assesses the efficacy of financial policies, providing recommendations for enhancements and adapting policies to address evolving requirements or circumstances; contributes to the development of strategic plans related to financial management within DOD including setting goals, establishing objectives, and ensuring that financial policies support the overall mission of DOD.
Cultivates relationships with both internal and external stakeholders, including financial experts, auditors, and other government agencies engaged in financial oversight; actively communicates financial policies to diverse stakeholders within the DoD.
Provides guidance and support for training programs to ensure that DOD personnel understand and adhere to financial policies outlined in the Financial Management Regulation (FMR).
Represents the Department in areas of responsibility and expertise at meetings and study groups conducted by other federal agencies and private sector organizations and presents the views, opinions and policy interpretations of USD(C) in meetings with various senior officials within the Department, other government agencies, academic community, and the private sector.

Qualifications
In accordance with Department of Defense (DoD) Instruction 1300.26, "DoD Financial Management Certification Program (DFMCP)", this position requires a Level 3 Certification at the GS-14/15 grade level under the DoD Financial Management (FM) Certification Program. If not already assigned this certification at this level, the incumbent of this position must obtain this certification within two (2) years of entry on duty into this FM position. Once certified, the incumbent must meet the continuing education training requirement as outlined in DoDI 1300.26. FM workforce members may also present and maintain one of the following five professional certifications to meet any of the three DFMCP certification levels: (1) Certified Defense Financial Manager (CDFM) (Continuing education required: 80 hours every 2 years); (2) Certified Government Financial Manager (CGFM) (Continuing education required: 80 hours every 2 years); (3) Certified Information Systems Auditor (CISA) (Continuing education required: 120 hours every 3 years); (4) Certified Management Accountant (CMA) (Continuing education required: 30 hours every year); (5) Certified Public Accountant (CPA) (Continuing education required: 120 hours every 3 years). To satisfy the DFMCP certification requirement using one of the five professional certifications listed above, FM workforce members must be in an active and current status.

Basic Requirement:
Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
You may qualify at the GS-15 level if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-14 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your experience with generally accepted accounting principles and/or generally accepted auditing standards; developing appropriate accounting and financial management policies, standards, or procedures; and leading teams of accountants.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
