This position is located a Regional Office of the United States Department of Agriculture's Food, Nutrition and Consumer Services (FNCS). Through the Agency's Federal nutrition assistance programs, FNCS provides children and needy families with access to nutrition and a more healthful lifestyle. The Regional Office is responsible for ensuring the effective and efficient operation of the Federal nutrition assistance programs administered by State agencies within each region.
Duties
Assists the Deputy Regional Administrator in identifying and evaluating options for addressing matters related to policies, plans, and recommendations.
Advises the Deputy Regional Administrator on key decisions for the accomplishment of work. Produces PowerPoint presentations, project plans, and summarizes and follows up on weekly staff reports
Develops materials and drafts communications to assist the Deputy Regional Administrator in communicating goals, objectives, policies, requests, project summaries, and status reports.
Plans and conducts special projects at the request of the Deputy Regional Administrator.
Writes memoranda, position papers, and other material for the Deputy Regional Administrator.
Coordinates and prepares reports in response to requests referred to the Agency relative to the Division/Branch/Front Office program responsibilities, operational programs and general FNS activities and obligations.
Facilitates conflict resolution between the respective staffs, serves as the poiint of contact for projects/assignments as determined by the Division Director/Branch Chief/Deputy Regional Administrator.
Establishes and maintains effective working relationships and liaison activities within agency, other governmental offices, state offices and organizations and individuals interested in FNS and its programs.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade:
Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
To qualify for the GS-13: Applicants must possess one year of specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis:
Administering various communication sources of information according to project scope or schedule;
Managing interactions, monitoring status across multiple work streams for projects and is a primary on technology to manage workflow/information dissemination.
Planning program operations and administrative processes; and
Developing written reports, position papers, talking points, draft speeches, making recommendations, draft meeting notes and information dissemination.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
