This position is located in the Air Traffic Organization (ATO), Management Services, Financial Services Directorate, Materiel Management & Procurement Group, AJG-R2. This Group provides the ATO with centralized, cradle-to-grave contracts support, acquisition and management services, including financial and status reporting.
Duties
The Program Specialist performs the functions of a Contracting Officer Representative (COR). In this capacity, the Specialist is responsible for performing multiple, varying and complex assignments under the minimal direction of the manager or more experienced professional. Applies experience as a Level Ill Contracting Officer's Representative (COR) to develop pre-award documentation, monitor contractor performance; review resumes for compliance with labor category requirements; and to conduct inspection and/or to accept deliverables. This work crosses organizational boundaries throughout the ATO, impacts on the objectives of each ATO Service Unit and directly affects the accomplishment of Federal Aviation Administration (FAA) strategic objectives.

- Selective Service Registration is required for males born after 12/31/1959.

- This Level 5 (Moderate Risk; Public Trust) position requires favorable adjudication of a Minimum Background Investigation (MBI) background investigation prior to appointment, unless a waiver is obtained.
Qualifications
To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-H, FG/GS-12 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.Specialized Experience is defined as:Experience in monitoring complex contracts, determining and validating requirements, and communicating progress on contracts. ANDExperience in drafting and reviewing pre-award acquisition documents. ANDExperience analyzing contract data and identifying risks to recommend solutions to mitigate risks and resolve contractual issues.You should include relevant examples of the specialized experience in your work history.
