Serves as the Director responsible for running a comprehensive and continuous nationwide program designed to provide a focus for identifying and resolving employee and labor relations issues, including investigating administrative law judge (ALJ) conduct. Duties

Performs a variety of high-level planning, organizing, coordinating, directing and monitoring functions designed to review ALJ conduct in an effort to assist the Deputy Commissioner in directing a comprehensive hearings process. Directs the investigations and reporting of findings and recommendations of ALJ alleged misconduct complaints. Directs the investigation of facts, laws, regulations, Federal criminal statutes and other legal precedents and makes recommendations for referral for criminal prosecution, or dismissal of the alleged allegation. Oversees preparation of appropriate responses to complainants and other stakeholders. Ensures compliance with the Administrative Procedure Act and agency policy. Coordinates with OLMER, OGC, Office of Personnel (OPE), and Office of Personnel Management (OPM), as necessary. Ensures compliance with SSA rules and regulations as required. Prepares and coordinates technical background papers, confidential reports, briefing materials, and recommendations for AC and DAC, as well as other OHO executives, on a wide variety of program, legislative, administrative, and personnel issues of a highly sensitive or restricted nature.

Qualifications

To qualify for the GS-15 Applicants must have 52 weeks of specialized experience at the GS-14 level, or equivalent, which is in or related to the work of the position to be filled and has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience should include (1) performing fully integrated analysis studies and/or projects evaluating SSA programs or policies; (2) writing formal reports/material on technical, management or program issues for senior level officials; (3) presenting ideas and/or recommendations clearly and concisely; (4) negotiating complex and sensitive matters and representing management in high-level meetings. NOTE: You must submit a thorough resume that includes the grade level, to and from dates, job title, and a description of the specific duties you performed for each position. Your SSA-45 must also include your current permanent or temporary organizational location (office name and location).
