This position is located at Departmental Offices,International Affairs-Office of Technical Assistance. As a/an Accountant, you will be responsible for a broad range of professional accounting functions required for support of OTA operations and supervising work of subordinate employees.

Duties
As a/an Accountant, you will:
Serve as the operating accountant advisor to the Finance Manager, Associate Director (Operations), and Director (OTA), responsible for effective operations of the automated accounting system, G-Invoicing, Concur, OneArc system and payroll system as it relates to OTA, and for the prompt resolution of operational problems.
Analyze and prepare preliminary evaluations of data and financial information available to OTA from external financial and payroll systems and make recommendations to OTA management for changes in procedures.
Provide supervision and guidance to several Financial Specialists and Payroll Specialists who are employed under personal services contracts.
Act as COR for several Financial Specialists and Payroll Specialists; and POC for all OTA related financial systems.
Plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work.
Qualifications
You must meet the following requirements by the closing date of this announcement.
SPECIALIZED EXPERIENCE: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes:
Performing a full range of professional accounting and financial analysis in the preparation and maintenance of financial records, reports, and systems; AND
Providing sound operational and financial planning through financial review, analysis, monitoring, reconciliation and maintenance of financial accounts, programs, and activities; AND
Directing or overseeing a team of professionals, relating to financial management & accounting.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Education
The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the
OPM instructions.
Basic Requirements for Accountant 0510 series:
A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

B. Combination of education and experience -- at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
