The Congressional Program and Administrative Policy Analyst supports the Senior Congressional Program and Administrative Policy Analyst, Director and OLCA executives in a variety of duties that may frequently be complex, confidential, and highly sensitive. Duties

Prepares draft responses to sensitive, confidential assignments for review by the Senior Analyst and Director. Includes inquiries from members of the Congress, government agencies, and special interest groups concerning programmatic, operational or human resource issues, pre-decisional policy changes, and labor issues, including labor negotiations. Drafts a wide variety of high-profile and sensitive work products for review by the Senior Analyst and Director. Includes legislation, summaries, audit responses, talking points, and hearing materials (e.g., key messages, crib sheets, and Questions and Answers). Evaluates findings and provides recommendations to the Senior Analyst and Director based on experience and subject matter knowledge of issues that could generate Congressional interest. Collaborates with staff across components on a variety of projects and assignments. Attends meetings as OLCA’s representative (often in conjunction with Senior Analyst and Director) and subject expert of possible concerns that could gain Congressional or media attention.

Qualifications

Applicants must have 52 weeks of specialized experience at the GS-11 level, or equivalent, which is in or related to the work of the position to be filled and has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience should include knowledge of the development, examination, investigation, adjudication, or authorization of claims for retirement or survivors insurance, disability insurance, pension programs, health insurance, income maintenance, or related programs OR knowledge, administration, or other experience in the analysis, development, or review of retirement or survivors insurance, disability insurance, health insurance, income maintenance, pension or related programs, or operational, financial or administrative issues such as service delivery, digital identity and/or modernization, enumeration, budget, human resources, or data exchange. NOTE: You must submit a thorough resume that includes the grade level, to and from dates, job title, and a description of the specific duties you performed for each position. Your SSA-45 must also include your current permanent or temporary organizational location (office name and location). If this information is not included, you will be found ineligible for consideration. Your resume and supporting documents must specifically address the evaluation criteria for the position.
