The position is responsible for the day-to-day business operations of a highly complex, multifaceted scientific research service at the Sioux Falls VA Health Care System (SFVAHCS) supporting both clinician and non-clinician researchers. The position helps establish broad research policies and objectives and represents the Associate Chief of Staff (ACOS) in providing recommendations, relating to research, to the Medical Center Director (MCD), Associate Director (AD), and/or Chief of Staff (COS).
Duties
Duties include, but may not be limited to the following:
- Work with national and local leadership to develop and implement research operations policy that achieves congressionally mandated goals
-Ensure that the SFVAHCS Research program is administered efficiently and in compliance with a variety of policies and laws
- Manage a variable portfolio of funding
- Ensure adequate resources are available to investigators and staff
- Assist investigators and prospective investigators in their effort to carry out VA's Research mission
- Improve communication within the facility, the office of R&D, individual research programs, and among principal investigators
- Effectively manage risk in the Research Program
- Ensure all compliance related aspects regarding staff conduct are met
- Provide good customer service by being visible, available, and supportive to investigators and other relevant personnel within the area of responsibility Major
Work Schedule: 7:30am to 4:00pm or 8:00pm to 4:30pm (To be discussed during interview process.)

Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: (1) Missions, organizations, programs, and requirements of health care delivery systems; (2) Regulations and standards of various regulatory and credentialing groups; and (3) Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. At this level, applicants would have obtained this experience working within a health care setting, working directly with clinicians and local leadership to develop performance improvement techniques; applying organizational and system-wide strategies for continuous quality improvement; and experience running and supervising an administrative component of a health care system customizing in facility wide performance improvement programs, projects, and products.. Working Conditions: The work environment involves everyday risks or discomforts, which require normal safety precautions typical of such places as offices, meeting rooms, commercial vehicles, research wet labs and rooms where radiation treatment is conducted. The work area is adequately lighted, heated, and ventilated. The position is expected to follow regulations regarding the need for personal protective equipment when working in the laboratory or with patients.
