The Health System Specialist works within the Health Professionals Education (HPE) Office at the Sioux Falls VA Health Care System. The Health System Specialist receives guidance on and oversight of program requirements from the Office of Academic Affiliations (OAA). This position supports the Designated Education Officer (DEO) and HPE management for establishing, maintaining, and evaluating the quality of programs and quality of care delivered by health professions trainees.

Duties

Major duties include, but are not limited to: Provides subject matter expert knowledge of VHA Handbook 1400.05 and the Resident Disbursement Procedures SOP. Use education activity records (EARs) record data and analysis to recommend redistribution of resources, forecast position allocation (FTE) needs for subsequent academic years and formulate long range budget needs and excess. Manage the special purpose academic fund from Office of Academic Affiliations (OAA) and Health Professional Trainee (HPT) reimbursement processes with the affiliate. Validates complex calculations for accuracy of reimbursement of trainee activity with analysis of relevant documentation. Evaluate and determine the scope and intensity of verification methods for each program to minimize risk to organization while maintaining efficiency. Complete and review the monthly EARs consolidation and calculations to ensure accurate educational activity reimbursement. Work directly with the VA Health Professional Education (HPE) site and program directors to collect required documentation of didactic, call, conference, and leave schedules for reconciliation with the affiliate invoice. Access online IT learning management systems used by the affiliate to verify HPT training schedules (e.g. New Innovations, MedHub, or other). Receives applicable clinical and educational (work hours) activity record data from clinical services with HPT rotations covered. Maintains copies of documents on file in accordance with VHA policy as detailed in Section 1140 of VHA RCS 10-1 and as required for ReDPro. Responsible for representing the VA and producing data and/or documentation to external stakeholder groups including affiliate/disbursing agent's fiscal office, OAA for cause or consultative site visits. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday-Friday, 7:30am-4:00pm or 8:00am-4:30pm Telework: Eligible for ad-hoc telework only. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/17/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-11: Specialized Experience: One year of specialized experience (equivalent to the GS-07 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: collecting, analyzing, interpreting, and presenting data for decision making and improving health care programs; providing guidance on administrative and policy decisions relating to Health Professional Education (HPE); collaborating with clinical and administrative management across a health care organization to assess program effectiveness; directive interpretation, policy and standard operating procedure development and/or implementation. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have PH.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. NOTE: Copies of transcripts must be submitted with your application materials. Education cannot be credited without documentation. OR Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position (i.e. hospital administration, public health administration, or related fields such as course work in health care administration). NOTE: Copies of transcripts must be submitted with your application materials. Education cannot be credited without documentation. GS-12: Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties as a Health System Specialist. Specialized experience includes: applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature related to Health Professionals Education (HPE); collecting, analyzing, interpreting, and presenting data for decision making and improving health care programs; collaborating with clinical and administrative management across a health care organization to assess program effectiveness and implement initiatives; providing supervisory or department level management; coordination, oversight, and completion of high-level reports; and experience with human resources onboarding and orientation for residents and students of all types. There is no educational substitute for the GS-12 grade level.
