This position is located with the Information Technology department at the Charles City Health Center in Charles City, Virginia. The primary purpose of the position is to server as an Information Technologist for computer and telecommunications systems for the Service Unit. This position is under the Nashville Area Indian Health Service, Mid Atlantic Service Unit in Charles City, Virginia.
Duties
Responsible for the planning, analysis, design, development, testing, quality assurance, configuration, installation, implementation, integration, maintenance, and management of networked systems used for the transmission of information invoice, data, and video formats.
Provides technical support, installation, and maintenance of new computer systems, printers, print servers, hubs, switches and networking equipment within the Service unit.
Responsible for managing the operations and improvements of the Automated Data Processing (ADP) System's, Resource Patient Management System's (RPMS) hardware, software, security, network, email enterprise, infrastructure, client/server interaction and clinical applications.
Performs business and system analysis activities in order to provide support for the evaluations of design, development, and maintenance of software systems and applications.
Conducts studies and analyses of IHS regulatory requirements policies, program objectives, business processes, and existing IT software solutions to develop implementation plans/proposals for new or modified software applications.
Other duties as assigned.
Qualifications

BASIC REQUIREMENT(S):
Education: All academic degrees and coursework must be from accredited or pre-accredited institutions
Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS: Experience: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriateGS-5 through GS-15 (or equivalent): The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.
GS-11 Grade Level: Applicants must have successfully completed a Ph.D or equivalent degree -OR- 3 full years of progressively higher level graduate education leading to a Ph.D or equivalent doctoral degree. -OR- Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Experience in assisting in the review process for the acquisition of all information technology equipment and services; performs and/or directs the performance of regularly scheduled systems management and maintenance procedures designed to insure the integrity of the systems and databases; experience in maintaining the data communications network. Experience preparing operational guidelines for new software applications for implementation or testing. Experience providing evaluation of budget requirements for systems.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
