This position is assigned to Commander, Navy Installations Command (CNIC); Fleet and Family Readiness (FFR) Programs (N9); Family Readiness Department (N91). Incumbent serves as a Headquarters Clinical Counseling Program Analyst responsible for overseeing the Family Readiness Installation Records Check requirements, supporting N91 Fleet and Family Support Programs (FFSP) Certification Process, and occasionally serving as a Counseling, Advocacy and Prevention (CAP) Certification team member.

Duties

Duties include but are not limited to: Administers and manages the Central Suitability Office (CSO) Installation Record Check (IRC) process for N91A, which may include Family Advocacy Program (FAP) case reviews. The incumbent ensures applicants are vetted through FAP Child Abuse and Domestic Abuse Incident Reporting System as required. Researches, retrieves, and analyzes a variety of documents from Navy Central Registry systems and may be called upon to conduct FAP case reviews. Collects and maintains relevant data related to FAP incidents as they apply to employment and presents data for discussion and review as appropriate. Works with a cross agency team to foster better communication and interface among and between CSO members. Enters results of FAP IRCs (from FAP Central Registries for Navy, Air Force, Army, and Marine Corps) into CSO Solutions database, according to CSO instructions and SOPs. Provides technical expertise to HQ, regional and field staff needing assistance with reporting responsibilities. The incumbent will process 15,000- 20,000 Child and Youth Program and N9 background checks in support of the CSO and other agencies annually. Assists Certification Program Manager and Certification Program Analyst with administrative tasks, such as tracking Certification letters and other taskers in Enterprise Access Management Service (EAMS). Reviews and confirms certification evidence of compliance documentation submitted in EAMS. Liaisons between Certification Program Manager and HQ level POCs for CAP programs to obtain, record, and track current interpretations of compliance with individual FFSP CAP Standards checklist items, in order to increase inter-rater reliability. Participates, as needed, as a FFSP Certification Clinical Reviewer for Family Advocacy Program (FAP), Non-Medical Individual and Family Counseling (NMC), Sailor Assistance and Intercept for Life (SAIL), and New Parent Support (NPS) programs. Evaluates the content of new or modified policy and procedural guidance relating to CAP programs to inform the CNIC certification program of any needed changes. Develops and facilitates certification training for certification team members to ensure awareness of the N-MIL certification standards and CAP program updates. Assists certification reviewers with preparation of timely, complete and accurate certification review information of relevant trends and findings, as needed. Identifies significant trends and issues based on certification Quality Assurance (QA) reviews. Prepares information and position papers, briefing statements and verbal reports to present to higher authority. Develops detailed and specialized charts, graphs, slides, and indices to be used for briefings, presentations, and publications. Advises headquarters on methods to improve the management of the processes. Provides advisory services on a variety of substantive issues with scope and impact throughout the Navy Family Readiness Program (FRP) organization. Provides ad-hoc support to managers on FRP issues and objectives. Serves as technical expert and troubleshooter in assigned areas and considers a wide range of variables that may affect FRP operations.

Requirements

  • Must pass all applicable records and background check.

  • Must be a U.S. Citizen to obtain and maintain a Secret Security clearance.
  • Must be a current Navy NAF Commander, Navy Installations Command (CNIC) employee.
  • Must reside within the local commuting area (50-mile radius) of one of the following locations: Washington Navy Yard - Washington, DC, Naval Support Activity Mid-South - Millington, TN or Naval Station Norfolk - Norfolk, VA.

Qualifications

A qualified candidate possesses the following: A master's degree from a program accredited by the Council for Accreditation of Counseling and Related Education Programs or an equivalent degree; or A master's degree from a program accredited by the Commission on Accreditation for Marriage and Family Therapy Education or an equivalent degree; orA master's degree in Social Work from a graduate school of Social Work accredited by the Council on Social Work Education or an equivalent degree; or A doctoral degree in clinical or counseling psychology from an American Psychological Association (APA) accredited university or professional school and a 1-year APA accredited clinical internship. Tier III qualified in accordance with SECNAVINST 1754.8. A valid, unrestricted license or certification that provides legal authority to provide clinical services as an independent practitioner in the fields of Licensed Professional Counseling, Marriage and Family Therapy, Clinical Social Work, Clinical Psychology or Counseling Psychology. Two (2) years, full-time clinical experience post independent licensure or certification. Three (3) years of specialized experience providing administrative support with the Department of Defense (DoD) program operations. Knowledge of program concepts, principles, practices and procedures and ability to apply this knowledge to difficult and complex case assignments, and in developing new methods, approaches or procedures. Ability to work as a team member in a complex, multi-layered, fast paced organization. Ability to demonstrate strong writing and verbal skills, analytical ability and significant experience with Microsoft Word, Excel, PowerPoint and other appropriate programs. Knowledge of Navy command and organizational relationships of shore activities assigned to CNIC. Ability to prepare and conduct management briefings to supervisory authority. Skill in analyzing and interpreting a wide variety of issues and formulating policy or procedural solutions to problems. Skilled in qualitative and quantitative analysis. Ability to apply analytical and evaluative methods and techniques to develop procedures and approaches. Knowledge of and ability to perform data collection and analysis.

Education

A qualified candidate possess one of the following:

Master's degree from a program accredited by the Council for Accreditation of Counseling and Related Education Programs or an equivalent degree.

Master's degree from a program accredited by the Commission on Accreditation for Marriage and Family Therapy Education or an equivalent degree.
or
Master's degree in Social Work from a graduate school of Social Work accredited by the Council on Social Work Education or an equivalent degree.
or
Doctoral degree in clinical or counseling psychology from an American Psychological Association (APA) accredited university or professional school and a 1-year APA accredited clinical internship.
