About the Position: Serves as purchasing agent for Rivers Project, which includes 4 major Locks and Dams, the National Great Rivers Museum, the Rivers Project Office, the Service Base, the Dredge Potter, and the MV Pathfinder, with primary responsibility for the direct open market procurement of a wide variety of items and services through the informal bid procedure, negotiated purchases method, delivery orders GSA Global Supply, GSA Advantage, DoD EMALL, DLA MR&O Program, UNICOR, GPC, etc.
Duties
Develops unique selection criteria for each purchase.
Determines which factors are critical to obtaining the most advantageous offer on items when using the Government Purchase Card (GPC) within prescribed limits.
Prepares purchase orders and necessary documents to substantiate the purchases.
Examines purchase requests to ascertain the completeness, adequacy and restrictiveness of the specifications, terms, and conditions
Contacts personnel of requesting and technical units so as to resolve questions on clarity, applicability, and comprehension.
Selects the method of procurement, taking into consideration the procurement policies, the monetary amounts involved, mandatory requirements for certain items, the urgency of the request, and the number of items involved.
Serves as point of contact and maintains liaison with sales representatives, potential bidders, other federal officers and/or contractors in order to keep informed of goods and services available.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Qualifications for the GS-07:
Specialized Experience: One year of specialized experience which includes contacting customers to obtain information, advising on status of actions, discussing and/or confirming changes to delivery dates, quantities, and/or specifications; conducting market research; and maintaining fully compliant files in a file management system. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).

Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.
