About the Position: Serves as a senior purchasing agent for Rivers Project, which includes 4 major Locks and Dams, the National Great Rivers Museum, the Rivers Project Office, the Service Base, the Dredge Potter, and the MV Pathfinder. Responsible for managing and reviewing local purchase requests submitted from Rivers Project requesting officials. Incumbent is responsible for training and mentoring the work of lower graded purchasing agents and other administrative professionals.

Duties

Provides recommendations and guidance to Rivers Project supervisors and lower-graded purchasing agents on procurement requirements for contract actions that must be completed in accordance with Federal Acquisition Regulation (FAR) Part 13. Identifies various options and clauses for procurement of services and supplies may include Defense Logistics Agency (DLA) contracts, direct purchase order using Simplified Acquisition Procedures, utilizing existing Blanket Purchase Agreements. Utilizing existing Indefinite Delivery - Indefinite Quantity type contracts (IDIQ) or utilizing Government Purchase Cards (GPC). Assists in deconflicting work priorities and establishes schedules for meeting priority work within time limitations. Serves as a Purchasing Agent completing the direct open market procurement of a wide variety of items and services. Coordinates with Project staff and other requestors, assisting in the development of scopes of work and submitting requests for quote for DLA actions. Examines purchase requests to ascertain the completeness, adequacy, and restrictiveness of the specifications, terms and conditions, contacting personnel of requesting and technical units so as to resolve questions. Selects the method of procurement, taking into consideration the procurement policies, the monetary amounts involved, mandatory requirements for certain items, the urgency of the request, and the number of items involved.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-08). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Contracting/ProcurementCustomer Service (Clerical/Technical)Written Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-08).
