This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Work as a supervisor for the Dredge and Vessel Operations, facility and personnel management, as the Chief of Plant Operations Section.

Duties

Adjust operations based on availability of financial and employee resources. Plans and assigns work to subordinates and determines work schedules, deadlines, and priorities. Personnel manage involving developing performance standards, evaluating performance, addressing conflicts and employee concerns, personnel actions. Direct, plan, schedule, and accomplish a navigation program and repair mission. Manage a fleet of vessels, directing the activities and maintenance of the vessels in routine and emergency operations. Provide technical and physical support to help manage an annual multi-million dollar maintenance dredging program. Address safety issues regarding vessel and equipment maintenance. Perform crisis management in emergencies using critical thinking and effective scheduling. Serve as a technical advisor to local and higher headquarters on matters pertaining to dredging, operations, and maintenance of navigation projects, plant and facilities. Provides technical assistance in the development of an annual plan of work, schedules, deadlines, and budgets for accomplishing the navigation program. Serve as a representative at Regional and National conferences, presenting opinions, recommendations, and decisions at conferences. Coordinate activities with representatives of other District elements, Federal, state, and local officials, and private interests for coordinating surveys and navigation related work, including all phases of dredging. Prepares briefings, interprets regulations, policy and guidance letters, drafts policy memos in support of navigation and dredging program initiatives. Resolve issues, problems, and recommend solutions with diverse audiences.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: Experience included planning, scheduling, and coordinating the activities of a variety of employees (i.e. professional, technical, administrative and wage grade employees) engaged in operations and maintenance activities such as: management of vessels; mobile and fixed mechanical equipment; and repair facilities. I possess a knowledge of dredging, and other marine construction activities and equipment. I possess a knowledge of navigation and related environmental and construction programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12 or above). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
