This position is assigned to the Biomedical Engineering section at the Fayetteville, NC and Wilmington, NC VA Health Care System. Biomedical Equipment Support Specialists (Biomedical Information Systems) manage complete systems of central computerized networks, databases, analytic servers and medical device networks. They implement and plan for new or emerging technologies such as new diagnostic modalities, network management and storage appliances, virtual data centers and associated software.

Duties

As a Biomedical Equipment Support Specialist (Biomedical Info Systems), you will maintain networks, networked medical equipment and associated systems using established local, regional and national policies and procedures designed to meet criteria and standards from multiple accrediting agencies and governing bodies. Your duties will include, but are not limited to: Lifecycle management of network equipment including network switches, servers, routers, and related infrastructure for any and all networked complex medical devices and systems such as imaging, life support, dialysis, and monitoring. Complete routine and complex assignments that involve identifying and troubleshooting issues related to VLAN configuration, IP addressing, sub-netting, HL7, DICOM, Access Control List, and network security across the medical device network. Utilize advanced network test equipment and software such as tracers, wireless spectrum analyzers, network traffic monitors, command prompt, physical and virtual server software. Manage, troubleshoot, and maintain complete systems of computerized networks, databases and servers including, but not limited to, biomedical information systems that store or facilitate patient information. These biomedical information systems include, but are not limited to, Picture Archiving Communication Systems, physiological monitoring systems, Clinical Information Systems, Anesthesia Record Keeping, and other systems for which Medical Device Isolation Architecture (MDIA) would apply. Implement and plan for new and emerging technologies including diagnostic modalities, network management and storage, and virtual data centers. Design, implement, and manage network incident response due to infection, loss of service, or regional andlocal policy changes. Ensure proper security configuration for assigned devices and networks. Review and install approved software updates and virus definitions for applicable networked medical devices. Lead development of disaster recovery procedures for critical systems to be enacted in the event of device failure. Adhere to MDIA guidelines in both pre-procurement and during system implementation. Load operating system and clinical application software as needed. Lifecycle management of medical devices and systems such as imaging, life support, dialysis, and monitoring to include physical and network support. Complete routine and complex assignments involved in the installation, maintenance, modification, troubleshooting, repair, and calibration of complex therapeutic, diagnostic, and life support medical devices and systems. Utilize common test equipment such as electrical safety analyzers, oscilloscopes, patient simulators, pulse generators, network analyzers, and multimeters. Maintain functional knowledge of relevant safety codes and standards of regulatory bodies including, but not limited to, The Joint Commission, National Fire Protection Association, Food and Drug Administration, Nuclear Regulatory Commission, Association for the Advancement of Medical Instrumentation, American College of Radiology, Federal Information Processing Standards. Document all work performed in the computerized maintenance management system. Maintain documentation of biomedical information systems covering ePHI requirements, VLAN, IP address, anti-virus software, security, and other required information. Function as a Contracting Officer Representative and keep appropriate certification levels. Use knowledge of government contract procedures and documentation requirements to develop statements of work, sole source justifications, and other applicable documentation, and to oversee vendor work. Collaborate with Logistics and Contracting to procure parts and services. Function as a purchase card holder. Investigate, remediate, and document recalls and safety alerts within established timeframes. Participate in local safety improvement processes such as Root Cause Analysis, safety work groups, and Environment of Care Rounds. Identify hazards during routine job performance and take action to ensure they are addressed and corrected. Represent Biomedical/Clinical Engineering department on committees and in meetings as delegated by supervisor. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Experience and Education: Associate's degree in Biomedical Electronics Technology, Biomedical Equipment Technology or Biomedical Engineering Technology or in a related technical field such as Electronic Technology or Information Technology and two years of experience as a Biomedical Equipment Support Specialist, Biomedical Equipment Technician, Field Service Engineer, Medical Equipment Repairer, or Information Technology Specialist. OR Bachelor's degree in Biomedical Engineering Technology or in a related field such as Electronics Engineering Technology (EET) or Information Technology. OR Completion of a military training program in biomedical equipment and two years of experience as a Biomedical Equipment Support Specialist or Biomedical Equipment Technician, Field Service Engineer, Medical Equipment Repairer, or Information Technology Specialist. English Language Proficiency: Proficient in written and spoken English. Licensure/Certification/Registration: None Grade Determinations (GS-12) In addition to meeting the basic requirements listed above, applicants must meet the grade requirements for GS-12 Biomedical Equipment Support Specialist (Biomedical Information Systems). GS-12 Experience: At least one year of specialized experience equivalent to the GS-11 grade level. Demonstrated Knowledge, Skills, and Abilities (KSAs). In addition to the experience above, the candidate must demonstrate all of the following KSAs:(a) Current knowledge of computer virus protection software, available software patches and upgrades, and information security tools.(b) Expert knowledge of electronics, computer and networking theory with experience maintaining, interfacing and troubleshooting networked medical equipment to include VLAN configuration, IP addressing, sub-netting, and network security.(c) Ability to utilize and maintain computer and server based medical equipment, medical record databases, and proprietary and generic software, Experience with TCP/IP, HL7, networking, network security, and DICOM standards.(d) Ability to interpret, identify, and apply network engineering principles and practices where there often times is no previous example to follow, or precedence.(e) Skill to distinguish networking problems from non-networking problems and discuss various options with IT networking and operations staff members. Preferred Certification: Certification as a Certified Biomedical Equipment Technician (CBET), Net+, and A+ are highly desirable but not required. References: VA Handbook 5005, Part II, Appendix G49 Biomedical Equipment Support Specialist Qualification Standard Physical Requirements: Must be able to perform heavy lifting of up to 45 pounds; normal depth perception; ability to stoop, reach, kneel, crouch, and maintain intense concentration for long periods of time under most adverse conditions, such as troubleshooting, repairing and/or calibrating life-saving equipment while it is monitoring and/or supporting the life of a patient; walk and stand for a maximum of 5 hours; crawl and kneel for a maximum of 2 hours; ability to distinguish basic colors; circuit repairs require adequate eyesight and dexterity for working on high-density boards.
