This position is located within the Specimen Collection/Processing/Send-Out Section of Pathology and Laboratory Medicine Service located at the Veterans Affairs Central California Healthcare System in Fresno, CA. The Medical Technician - Phlebotomist provides phlebotomy support for both inpatients and outpatients.
Duties

NOTE: This is a TERM appointment (not-to-exceed 3 years). Term appointments are non-status, nonpermanent appointments of limited duration (more than 1 year but not more than 4). Term employees are eligible to earn leave and generally have the same benefits as permanent employees including health and life insurance, within-grade increases and Federal Employees Retirement System and Thrift Savings Plan coverage. Term appointments may be extended without further competition (up to the 4-year maximum). The appointment to a Term position does not confer eligibility for promotion or reassignment to other positions or the ability to be non-competitively converted to permanent employment.
The major duties include but are not limited to:
Performs routine venipuncture specimen collections from inpatient, outpatients, and ambulatory inpatients.
Collects blood specimens proficiently, with minimal number of failures, patient bruising, or required re-sticks, and ensures samples are submitted to clinical laboratory with least possible delay.
Prepares samples for testing in the various clinical lab areas, such as labeling, centrifugation, decanting, aliquoting, etc.
Distributes, stores and delivers supplies and materials used for phlebotomy services. Cleans and restocks the blood collection room and areas where collection trays and equipment are stored.
Receives phlebotomy requests utilizing both manual and computerized logging methods. Recollects patient specimens when determined by medical technologists to be inadequate/insufficient to meet test requirements.
Observes and follows laboratory safety and infection control practices in accordance with the procedures established by national, regional, and facility policies, and in compliance with the College of American Pathologists (CAP).
Performs other related duties as assigned.
Work Schedule: Monday through Friday, 8:00am to 4:30pm with rotating weekends and holidays.

DESIGNATED DRUG-TESTING POSITION: Applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment. Applicants who refuse to be tested will be denied employment with VA. Applicants will not be appointed to the position if a verified positive drug test result is received.
Qualifications
ENGLISH LANGUAGE PROFICIENCY: In accordance with 38 U.S.C. 7402(d), No person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). Selective Placement Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration.
The Selective Placement Factor for this position is: Experience performing phlebotomy/blood draws on human patients.
In addition to the English Language Proficiency and Selective Placement Factor, to qualify for this position at the GS-5 level, you must meet one of the following:
SPECIALIZED EXPERIENCE: At least one (1) full year of specialized experience, equivalent to at least the GS-4 grade level, that equipped you with the particular knowledge, skills, and abilities (KSA's) to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is: (a) Technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings or (b) technical support work in a closely related field, e.g., biological laboratory technician work, that required application of the methods and techniques for the position to be filled. At this level, specialized experience should include experience preparing samples for testing in the various clinical lab areas, such as labeling, centrifugation, decanting, aliquoting, etc., and receiving phlebotomy requests utilizing both manual and computerized logging methods. ~OR~
EDUCATION: Successful completion of a full 4-year course of study leading to a bachelor's degree with major study or at least 24 semester hours in subjects appropriate to the position to be filled. (Transcripts must be submitted at time of application) ~OR~
COMBINATION: Equivalent combinations of post-high school educationand specialized experience, as described above. Note: only education in excess of the first 60 semester hours of a course of study leading to a bachelor's degree is creditable toward meeting the specialized experience requirements. IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Physical Requirements:May involve minimal lifting (not exceeding 10 pounds), standing, foot travel, bending, or sitting. Must have the digital dexterity and adequate vision to perform safe venipuncture procedures. Must fully utilize all safety practice and equipment provided by the facility, and in compliance with local and accrediting agency requirements.
