This position is located within the Pathology and Laboratory Medicine Service with the VA Central California Health Care System in Fresno, CA.

Duties

Follows procedures for patient identification, sample procurement, and specimen labeling Performs routine venipuncture specimen collections from patients Follows laboratory procedures for collecting specimens in the appropriate container Controls the physical condition of samples and responds to time factors to ensure that the physiologic state of the specimen is maintained Provides education to patients for proper collection techniques Prepares samples for testing to include labeling, centrifugation, decanting and aliquoting, etc. Maintains adequate supplies for all phlebotomy and specimen procurement procedures Answers incoming calls for the laboratory service - finding and relaying accurate information or referring the caller to technical personnel Performs standard diagnostic tests/procedures such as bleeding time, occult blood, urine dipstick, pregnancy test, fingerstick glucose Performs sterilization on the autoclave, and cleans glassware and other reusable items Identifies and appropriately responds to adverse reactions such as fainting, nausea, vomiting, convulsions, and arrests Perform other related duties as assigned DESIGNATED DRUG-TESTING POSITION: Applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment. Applicants who refuse to be tested will be denied employment with VA. Applicants will not be appointed to the position if a verified positive drug test result is received. Work Schedule: Monday - Friday, 8:30am - 5:00pm with rotating weekends and holidays Recruitment & Relocation Incentives: Not authorized Financial Disclosure Report: Not Required

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/11/2023. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: (a) Technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings or (b) technical support work in a closely related field, e.g., biological laboratory technician work, that required application of the methods and techniques for the position to be filled. At this level, specialized experience should include experience performing a variety of relatively standardized tests, examinations, and determinations. The procedures and techniques are well-established but involve many meticulous sequential steps to complete a test; and following written procedures which give carefully detailed instructions on each step of the assigned test and examinations. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successful completion of a full 4-year course of study leading to a bachelor's degree with major study or at least 24 semester hours in subjects appropriate to the position to be filled. (Transcripts must be submitted at time of application). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the second year. You will be rated on the following Competencies for this position: Computer SkillsCustomer Service (Clerical/Technical)Patient CareQuality AssuranceSpecimen Collection Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Physical demands may involve minimal lifting, standing, foot travel, bending, or sitting. The incumbent must have the digital dexterity and adequate vision to perform safe venipuncture procedures. Lifting will not exceed a weight of 10 pounds. The incumbent must fully utilize all safety practice and equipment provided by the medical center, and in compliance with local and accrediting agency requirements. The environment is that of a typical clinical laboratory setting in a large, multidiscipline medical center. The incumbent is expected to be familiar with and perform all duties utilizing universal precautions established for the safety of healthcare workers. The incumbent may be subject to occupational risks of infectious agents, toxic and/or caustic chemicals, needle-sticks, cuts/abrasions, electrical shock, high decibel noise levels, etc. The incumbent is required to practice appropriate bio hazardous waste disposal and infection control procedures. The incumbent is required to maintain a clean and safe work environment. The incumbent must utilize safe techniques and safety equipment mandated by CAP, OSHA, the Department of Veterans Affairs, and the medical center. The incumbent is required to attend annual mandatory training courses related to safety, fire prevention, infectious disease prevention, and hazard notification.
