The Dayton VA Medical Center is seeking a Deputy Facility Telehealth Coordinator that is aligned under the Clinic Practice Management Service and is supervised by the Facility Telehealth Coordinator (FTC). The Dayton VA Medical Center supports the continuum of patient care by utilizing innovative technologies with particular emphasis on Home Telehealth (HT), Clinical Video Telehealth (CVT) and VA Video Connect programs at a facility level to enhance Veteran centric care.
Duties
Major Duties and Responsibilities
Administrative Operations/Management
Responsible for assisting the Facility Telehealth Coordinator (FTC) with overall telehealth program day-to-day operations.
Executes position responsibilities that demonstrate leadership, experience, and innovative approaches for patient care management within the telehealth program.
Collaborates with the FTC in all planning efforts for program development aimed at approving service efficiencies.
Initiates any Master Telehealth Service Agreements (MTSA) or Telehealth Management Platform (TMP).
Management of the Telehealth Management Platform (TMP): facility TMP POC responsible for program oversight, building Telehealth Service Agreements.
Virtual Medical Room (VMR)/Video on Demand (VOD): Responsible for day-to-day program assistance for Provider training, Veteran training, troubleshooting, etc. for this evolving facility-wide program.
Ensures local Telehealth SharePoint site has accurate and most up-to-date resources available for the telehealth team and all appropriate staff.
Performs quality checks to confirm all telehealth users have completed their telehealth training per Office of Connected Care Policy; adds user in TMP with necessary accesses.
Incumbent will manage the Virtual Health Resource Center in collaboration with the My Health Vet Coordinator.
Coordinates administrative operation functions with the Facility Telehealth Coordinator and provide assistance/coverage in his/her absence.
Performs other related duties as assigned.
Program Analyst
Incumbent analyzes and evaluates the effectiveness of Telehealth program operations in meeting established goals and objectives (based upon local and network goals). Provides submission of data or narratives regarding program goals to FTC.
Analyzes and evaluates on a quantitative or qualitative basis the effectiveness of telehealth program operations, within medical center program lines, in meeting established goals and objectives, as well as strategic planning.
Analyzes new and/or proposed telehealth programs, in collaboration with the FTC, to determine need and impact on medical facility programs and Veterans.
Reviews and analyzes all telehealth program policies to determine program compliance and quality assurance; monitors renewal needs of service agreements and MOUs.
Responsible for the administrative tasks of data validation, productivity reports, and workload analysis.
Discusses program concerns or any areas for improvement with FTC to identify and implement action to be taken. Follows through to ensure program requirements are met and planned actions have been initiated and are effective.
Performs program analyses ensuring the full utilization of providers and makes recommendations regarding needs, distribution, or redistribution of resources in collaboration with FTC.
Participates in the analysis and interpretation of workload and other data used in resource planning including Care Coordinator and TCT calculators supplied by the National Office of Connected Care.
Performs other duties as assigned.

Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/07/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
To qualify for the GS-09 grade level, you must have one year of specialized experience equivalent to at least the GS-07 grade level. Specialized experience has equipped the applicant with knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Example of experience includes, but is not limited, to the following: interpreting rules, regulations, policies, and procedures to make sound decisions; taking on a wide variety of problems and resolving them quickly and decisively; conversing with variety of individuals with tact, diplomacy and empathy in person and over the phone or email that internal or external to an organization; identifying and analyzing complex problems or situations with a range of variables and explaining and organizing complex issues in writing; and, gathering information by running reports, retrieving the information from other service points of contact, and using readily available material to plan and complete an assignment.
OR
Have a master's or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree OR LL.B. or J.D., if related. NOTE: You must provide a copy of your transcripts if qualifying based off education.
OR
Have a combination of both education and experience. Equivalent combinations of successfully completed post-high school education and experience may be used to meet total experience requirements. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 grade level. NOTE: You must provide a copy of your transcripts if qualifying in part of education
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The physical demands of the position require the incumbent to have the ability to walk, sit, and stand in a typical office environment.
