The Program Specialist provides direct support to the academic mission of the DCVA Medical Center, including a wide variety of analytical, management support, and administrative duties that facilitate the success of the Medical Service's mission. The incumbent is the primary interface between all the academic affiliates and provides oversight of the onboarding process for full-time staff, as well as trainees at all levels, from students to fellows.
Duties
Major duties:
Responsible for daily oversight and management of the Graduate Medical Education (GME) and Associated Health Trainee and Affiliate Education program's onboarding of trainees, coordination with service lines, and budgetary resources.
Ensure that incoming staff are able to obtain network and computer access upon onboarding.
Instructs employees in specific tasks and job techniques; provides advice on work methods, practices, and procedures; coaches employees in the identification and selection of appropriate problem-solving methods and techniques; ensures appropriate solutions and courses of action are executed.
Provides oversight and technical assistance to ensure employees are compliant with assignments, obligations, budget execution, and timely and accurate payments/reconciliations.
Organizes and oversees the administration of program work through other entities such as federal, state, and local partners.
Provides interpretations, both verbal and written, of regulations, instructions, and policies relating to assigned areas of program operations.
Serves as liaison between staff and supervisor for issues related to USAccess, CPRS, IT access, and Credentialing.
Provide guidance on performance improvement, professional development, training, and development goals.
Work Schedule: Monday - Friday, 8:00 m - 4:30 pm EST

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/05/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the Federal service that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of a Program Specialist, and that is typically in or related to the work of this position. Specialized experience includes monitoring and managing a variety of correspondence; reviewing and preparing correspondence to respond to issues, inquiries, and requests for information; and conducting a variety of studies, projects, and program analyses.; OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree; OR, 3 full years of progressively higher-level graduate education leading to such a degree; OR, LL.M., if related, in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position.; OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and graduate education, as described above, which meets the total qualification requirement for the GS-11 grade level. The total percentages must equal at least 100 percent. The education portion must include graduate courses in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position..

Physical Requirements: The work is primarily sedentary but may require extended periods of walking, standing, and lifting items up to 25 lbs.
Work Environment: Work is typically performed in an adequately lighted and climate-controlled office.
