This position is located in the Department of Health and Human Services (HHS), Office of the Secretary (OS), Office of the National Coordinator for Health Information Technology (ONC), Office of Technology (OTECH).
Duties
ABOUT THE POSITION
Provides executive direction, leadership, and strategic vision and guidance to staff to assure coordination of the OTECH program operations and management. Exercises management oversight of day-to-day operations and activities within the Office. Makes managerial and technical decisions required for successful program execution and administration.
Advises the OTECH Executive Director on OTECH program activities and recommends actions and strategies to coordinate ONC efforts related to certification, standards, network scalability, and technical strategies and analysis.
Provides technology guidance and internal coordination to the OTECH Executive Director and subordinates in the broad areas of cross agency coordination and alignment between operational means and programmatic goals.
In conjunction with the OTECH Executive Director develops program objectives and directs overall OTECH day-to-day program operations. Maintains necessary scrutiny over all OTECH programmatic activities to assure necessary integration, coordination, and administration. Ensures consistent programmatic implementation and orchestration. Constantly looks for ways to improve program operations and management of the OTECH. Incumbent is relied on for accuracy of functional judgment and technical advice with regards to the technologies, trends, changes, and other problems affecting the accomplishment of OTECH program initiatives and Departmental and Administration goals.
Meets with and represents the OTECH and ONC in executive level and sub-cabinet level meetings, congressional hearings, representatives of groups and associations interested in the program objectives of OTECH, especially with the Health Information Technology Certification Program, United States Core Data for Interoperability (USCDI) and the Trusted Exchange Framework and Common Agreement (TEFCA).
Serves as a senior official of OTECH with full authority to act, commit resources, and give final approval for major programmatic actions, respond to the White House, and to provide direct support to the National Coordinator and Immediate Office of the Secretary of the Department.
Oversees the preparation of a wide range of strategic and long-term program planning documents for use by the OTECH Executive Director and the National Coordinator at Congressional hearings and briefings and meetings.

- This is a career position in the SES. Unless the selectee is already a member of the SES with career status or has successfully completed an SES Candidate Development Program certified by OPM.

Qualifications
As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under the Mandatory/Technical Qualifications and Executive Core Qualifications listed below. Typically, experience of this nature will have been gained at or above the equivalent of the GS-15 grade level in the Federal service or its equivalent with state and local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors will automatically exclude you from further consideration.
All competitive candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability. Mandatory Technical Qualifications (MTQ's):
This position also requires that you possess MTQ's that represent knowledge, skills, and abilities essential for success in this role. The following MTQ's must be evident in your resume.
Record of successfully providing leadership, direction, and coordination in program planning, technology analysis, health IT standards development, development of implementation specifications and regulatory processes. Experience working with health IT standards development organizations and the development and advancement of technical, privacy, and security standards for health information technology, including electronic health records (EHRs), obtained through working in the private sector, the federal government or its equivalent with state or local government, or nongovernmental or tribal organizations.
Extensive experience with multiple large complex technical programs at HHS, another Federal agency, or equivalent large corporate portfolio. Extensive experience leading large project teams that execute across multi-year timelines, providing direction to supervisors, and presenting complex technical, policy, and legal information to executive management, non-technical leadership, and the public. Ability to rapidly adapt and respond to changing health information technology advances and develop strategies for new health information technology and health information exchange initiatives.

IF SELECTED, you will be required to complete an ECQ package by drafting narratives for each of the ECQs and be certified by an OPM Qualifications Review Board (QRB) in order to be placed in this position. If you are currently serving in a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed an SES Candidate Development Program approved by the Office of Personnel Management (OPM), you WILL NOT need to draft the ECQs.
