The Medical Administration Specialist (AOD) is a facility-wide position. The position located is located within the Patient Administration Service (PAS) depart at the Oscar G. Johnson VA Medical Center in Iron Mountain, MI. With established guidelines, the position has both the authority and responsibility to represent both the Medical Center Director and the Chief of PAS on all administrative matters occurring when assigned to other than a normal tour of duty.

Duties

The Medical Administrative Officer (AOD) is delegated full authority and responsibility to exercise the MCD's prerogative in health administration matters, representing and acting on behalf of the MCD in all non-policy making administrative matters. Major Duties: Interprets and applies VA rules and regulations relating to determining legal eligibility to benefits relating to hospital admission; nursing home; domiciliary; fee basis; outpatient care; dental treatment; prosthetic appliances; patient transfer; and beneficiary travel. Interprets and applies benefits associated with local and national sharing agreements, Memorandums of Understanding (MOUs), and contractual agreements with other federal, state, local and private entities (i.e. Tri-Care; CHAMPVA In-house Treatment Initiative, Community Based Outpatient Clinics, and other such arrangements). Provides administrative authority, guidance, and advice to Medical Officer of the Day (MOD) and all other clinical and administrative staff concerning administrative· matters necessary for the operation of the medical center during other than normal tours. Coordinates non-routine contacts received at the medical center. Administratively approves and coordinates tests and procedures which cannot be done at the medical center on off tours. Prepares and maintains daily Gains and Losses Sheet and other related statistical reports. Assists with the enforcement of medical center policy that only authorized personnel are allowed into certain areas after regular duty hours. Manages information security within designated area of responsibility to assure that computer system security and confidentiality of sensitive information is maintained, and that employee access to sensitive information is limited to that which the employee requires to perform their duties. Uses computer software relating to processing data for patient-related activities and determining legal eligibility of Veterans. Applies knowledge of health information records systems, the Privacy Act and the Freedom of Information Act as they relate to the delivery of health care services. Other duties as assigned. Work Schedule: Rotating tours of duty; 8:00am - 4:30pm, 12:00am - 12:00pm, and 12:00pm - 12:00am. Which includes weekdays, weekends, and holidays. Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/03/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-9 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: the ability to determine eligibility for health benefits; knowledge of and ability to interpret and apply applicable public law, VA policy, regulations, directives and legal decisions; ability to provide administrative authority and advice to clinical and other administrative staff; ability to prepare and maintain statistical reports; and, knowledge of health information records systems. OR, Substitution of Education for Specialized Experience: (TRANSCRIPTS REQUIRED) Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have: Master's or equivalent graduate degree OR, 2 full years of progressively higher level graduate education leading to such a degree OR, LL.M., if related OR, Combination of Specialized Experience and Education: (TRANSCRIPTS REQUIRED) Applicants may also combine education and experience to qualify at this level. Equivalent combinations of successfully completed graduate education and specialized experience directly related to the work of the Medical Administration Specialist (AOD) position may be substituted to meet the experience requirements of the position. For example, 6 months of appropriate specialized experience equivalent to GS-07 (50 percent of the experience requirement for GS-9) and 1 year of successfully completed graduate education (18 semester hours) (50 percent of the education requirement for the GS-9) would qualify for a GS-9 position. You will be rated on the following Competencies for this position: Administration and ManagementAnalytical ReasoningCustomer ServiceLegal, Government and Jurisprudence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work requires much walking through the medical center with occasionally the requirement to lift objects such as suitcases, clothing, or medical charts.
