You will serve as a PROGRAM ANALYST in the Experimentation and Demonstration Branch (OPNVAV N944) of IMMEDIATE OFC OF CHIEF OF NVL OPS.
Duties
You will function as an expert analyst and principal advisor on technology demonstration and experimentation issues.
You will assist the Branch Head with duties associated with the annual Planning Objective Memorandum (POM) process to develop and manage funds to execute annual priority experimentation events.
You will be responsible for OPNAV coordination with and input to the RDER, RPED and RIF selection, review, and transition processes.
You will review and support the development of experimentation goals and oversee the execution of all planned activities to ensure alignment with OPNAV capability evolution plans.

- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience includes duties related to the following:
1) Demonstrating knowledge and experience in innovation, science and technology management, experimentation, and demonstration, planning, and policy development;
2) Utilizing knowledge of Naval technology development and integration programs, including the Future Naval Capabilities program, Innovative Naval Prototype program, RDER program (OSD Led), the Rapid Innovation Fund (RIF) (DASN (RDTE) led), and other technology transition programs;
3) Demonstrating understanding of Naval warfighting, and the ability to conduct collaboration, research, and analysis to inform S&T investment decisions;
4) Analyzing both the current state of technology and the military utility of proposed technologies;
5) Applying the PPBE process and POM budgetary development.
