You will serve as a CONTRACT SPECIALIST in the Procurement Group and Naval Air Warfare Center Aircraft Division of NAVAIRWARCENAC DIV.
You will serve as a contract negotiator responsible for pre-award and post-award functions involving highly complex and specialized procurements of significant importance to the NAWCAD mission. Requirements typically involve major programs such as the F/A-18, F-14, V-22, E-2, P-3, and other various aircraft platforms.
Duties
You will develop procurement objectives for the program in terms of competition and price range, contracts the contractual vehicle including use of unique pricing strategies, subcontracting policy, set-aside policies, and similar considerations.
You will prepare and maintain current acquisition plans, appropriate milestone charts, and related schedules requiring review by the program manager
You will perform detailed cost and price analysis utilizing field pricing reports from Defense Contract Audit Agency (DCAA) and Defense Contracts Management Command (DCMC) and inputs from technical personnel to arrive at a fair and reasonable price.
You will advise of the procurement objectives to be used and assist in the preparation of statements of work and source selection criteria.
You will plan the negotiation strategy and coordination strategy with the negotiation team and lead the negotiations, which are conducted with contractors, to discuss technical deficiencies and cost issues.
You will independently establish contract milestone schedules as well as execute the necessary planning, coordination, approval, negotiation and other requirements in accordance with prescribed deadlines.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
(1) Planning, developing, and administering all aspects of procurement to include pre and post award functions in support of a major air weapons system acquisition program or services contracting acquisitions;
(2) Utilizing price and cost analysis techniques to evaluate proposals and prepare associated documentation;
(3) Applying negotiation techniques to conduct negotiations with high level business, industry, scientific, and government officials;
(4) Providing acquisition advice and researching information to support long-range planning and business strategies as well as meet contracting requirements for assigned program;
(5) Interpreting acquisition regulations such as the Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR) as well as agency acquisition policy to provide program stakeholders and customers with technical guidance to accomplish contracting initiatives; and
(6) Representing the agency in all contractual discussions and attending program reviews with contractors.

Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
