Join a team that plays a strategic role at the National Institutes of Health by supporting the patenting and licensing efforts of our NIH ICs. The Office of Technology Transfer (OTT) monitors, protects, markets, and manages the records for the wide range of NIH inventions and new technologies as mandated by the Federal Technology Transfer Act and related legislation. OTT staff manage the collection and disbursement of royalties and monitor and enforce patent rights and licensing agreements.
Duties
Performs a variety of non-scientific technical tasks and assignments that support License Compliance and Administration Unit (LCAU) operations.
Uses Standard Operating Procedures (SOPs) as technical guides for performing tasks.
Identifies and processes licenses executed by or on the behalf of ICs in the Enterprise Technology Transfer (ETT) system.
Analyzes licensing records to ensure Enterprise Technology Transfer (ETT) data is complete and accurate so that LCAU staff can effectively administer the license.
Ensures that licensing related documents are complete and attached in ETT using the correct naming convention to support royalty processing by the Royalties Administration Unit and the Office of Financial Management.
Works directly with internal (government) stakeholders to obtain any needed documentation or information for processing active, expired or terminated licenses.
Provides staff with advice and guidance on Technology Transfer Community and OTT-established administrative procedures related to the preparation and clearance of correspondence and other technical action documents. Keeps the supervisor informed on the status of action items.
Maintains established office electronic files and records. Performance various data entry and integrity duties in support of the administration of the license agreements. Generates reports from ETT to help identify and correct any data integrity issues. Secures information from files and organizes the information in a form or format that is useful to the situation.
Requirements

Qualifications
You qualify at the GS-09 level, if you meet one of the following qualification requirements:
You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-07 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: Monitoring post-execution license agreements for royalty compliance; assisting licensees and other external and internal customers related to the collection of royalties; reviewing and recommending updates to royalty policies and procedures; providing administrative and technical support of a royalty income program and the reimbursement of costs; AND participating in administrative or management studies, such as analyzing data, developing formats to report the results of studies.
OR
Completion of a Master's degree in an accredited or pre-accredited college or university; or 2 full years of progressively higher level graduate education leading to such a degree; or possession of an LL.B. or J.D., degree, if related;
OR
A combination of education and specialized experience that meets the qualification requirements for this position.
