You will serve as a PROGRAM ANALYST in the Office of the Deputy Under Secretary of the Navy (DUSN).
Duties
You will assist in coordinating and monitoring DON policies and plans related to DoD strategic guidance for nuclear weapons policy, Artic policy, maritime security cooperation, naval force planning, readiness, and/or associated processes.
You will prepare reports and presentations containing recommendations on implications for future policies, force structure, posture and fleet design.
You will represent the Director for Policy in understanding the capabilities, requirements and force structure necessary to support the policy and strategic posture for the Navy.
You will identify and understand major political, economic, technical, and military trends to develop policies to support future naval operational capabilities.
You will ensure proper coordination of staff actions and maintain close working relationships with counterparts from the Office of the Secretary of Defense (OSD).
Requirements

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
- Males born after 12-31-59 must be registered for Selective Service.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- MSP/PPP applicants must currently hold the required security clearance.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
- Experience in planning and organizing conflicting program goals, organizational complexities, and objectives that may derive from changes in legislative or regulatory guidelines and/or variations in the positions of other services or agencies.
- Experience participating on teams of various subject matter experts.
- Experience working with U.S National Defense Strategies.
- Experience working with U.S. government policy and programs related to national defense strategy, international relations, treaties and agreements.
- Experience communicating orally and in writing to support drafting and conduct of presentations and briefings to senior executives in the Department of the Navy as well as memorandums and other correspondence.
- Experience analyzing authored or co-authored articles, briefs, or reports analyzing strategy or policy demonstrating understanding of national security or strategy.
- Experience managing multiple inputs to include scheduling and distribution of products in time-constrained environment to produce substantive recommendations/analysis for senior executive review and decision support.
- Experience with defining workflow, resolving coordination issues, and working with diverse organizations with differing roles and responsibilities to include military and civilian staff.
