The Senior Program Specialist is responsible for program analysis, evaluation, and planning and day-to-day program functional and project support of major administrative or scientific activities. You will serve as principal advisor to the Director on all administrative management matters associated with programs and operations for nearly 200 NHGRI trainees in either clinical or basic science training positions and has responsibility for ensuring the quality of the fellowship training experience.
Duties
Develop and advises on administrative requirements for a complex organization and actively participates in developing and implementing administrative management policies.
Analyze and evaluate, on quantitative and qualitative bases, the effectiveness of ITO administrative programs or operations in meeting established goals and objectives.
Survey trainees to evaluate and measure the success of programming initiatives supported by ITO; analyzes feedback and demographic data on trainees to present feedback to NHGRI leadership.
Monitor and review progress of ITO program implementation. Analyzes the efficiency and effectiveness of program delivery methods and recommends improvements.
Coordinate and conduct ITO orientations for all new NHGRI trainees upon their arrival at NIH.
Provide advice and recommendations, both orally and in writing, on ITO administrative matters and advises on the administrative feasibility of operating plans, suggestions, and proposals.
Compile, assemble, and classify statistics from electronic Individual Development Plan (eIDP) surveys, offboarding interviews, and other sources of trainee
data; computes statistical data; and verifies the authenticity of source material.
Perform special studies e.g., in support of quadrennial branch reviews, which include analyzing trainee data, developing formats to report the results of studies, and recommending alternative courses of action.
Participate in inter-agency (e.g., with IC training directors) and intra-agency (e.g., with NHGRI faculty) meetings and obtains cooperation and agreement on
program or administrative issues.
Organize and coordinates development of guidance memoranda and informational notices with officials and staff from other organizational components within the NHGRI intramural research program.
Attend meetings and confers with staff and officials from NHGRI, NIH, and/or other Federal agencies to provide coordination and consistency for policy and program recommendations and guidelines.
Requirements
- U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

Qualifications
You qualify at the GS-13 level, if you meet the following qualification requirement:
You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: Leading studies employing qualitative (e.g., focus groups, individual interviews, observations) and quantitative (e.g., surveys, cost-benefit analyses, feasibility studies) assessment methods to evaluate the effectiveness of policies and procedures related to the management and administration of information systems, human capital planning, and financial and budgeting operations; performing analytical studies related to management operating procedures and organizational productivity; reviewing and editing administrative standard operating procedures affecting parent and subordinate offices; and, writing official reports to senior management on findings, recommendations, and implementation plans for improvements to administrative operations.
