As a Contract Administrator Oversight Monitor, you will:
Be responsible for managing the efficient and effective coordination of asset management activities through the monitoring of the Contractor Administrators (CA) for the Section 8 Project Based Rental Assistance program.
Explain work requirements, methods, and procedures as needed, giving special instructions on difficult or different operations, including advice and guidance to Multifamily Housing staff within their technical disciplines and to the CA.
Perform technical reviews of work in progress or finished work products of the CA and other field staff, for accuracy, adequacy, and soundness.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-13, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes:
-Monitoring and servicing assets under HUD's Project Based Section 8 program, including applied knowledge of Section 8 occupancy requirements, HUD financing program requirements, Housing Assistance payment (HAP) contract renewals and rent adjustments, and HAP voucher processing; AND
-Reviewing accounting reports and financial data; AND
-Working with HUD Asset Management procedures and guidelines and government contracting processes.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13 you must have been at the GS-12 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
