The Office of the Chief Financial Officer (CFO) leads the development, negotiation, and presentation of the National Intelligence Program (NIP) budget on behalf of the Director of National Intelligence to the President and the Congress. The CFO's three main responsibilities include resource management (budget analysis, formulation, justification, and execution), performance planning and evaluation, and financial management improvement.
Duties
Advise the IC CFO, Deputy IC CFO, and Chief of Staff on areas of focus to ensure strategic alignment with the mission, goals, and objectives of the office.
Support the IC CFO, Deputy IC CFO, and Chief of Staff in managing and prioritizing taskings and meetings; tracking and ensuring completion of memoranda, reports, and requests for information or comment; prioritizing urgent items; and researching items of leadership interest.
Provide quality control on all correspondence and reports generated by the IC CFO for external parties.
Liaise with and coordinate requirements or actions with counterparts across ODNI, at other IC agencies, the Department of Defense, the Office of Management and Budget, and in other USG organizations.
Support office communication plan to share messages with specified audiences through varied means at defined interval.
Support organizing the IC CFO's and Deputy IC CFO's schedules; ensure read-ahead material is prepared/provided for meetings, speaking engagements, and conferences; and support the coordination and logistics of any travel needs.
Research topics and collect material for meetings, speeches, and conferences; keep records of proceedings as required.
Analyze, evaluate and organize material received for appropriate referral; compose, coordinate and consolidate recurring reports.
Relays directions and tasking, and coordinates replies and responses.
Collaborates with action officers to maintain status, to assure timely completion of tasks, and to identify any follow up actions.
Perform other duties as assigned.
Requirements
- Must be a U.S. Citizen residing in the United States
- Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- A two-year trial period is required for all new permanent appointments to the ODNI.
Qualifications
Familiarity with the ODNI, Intelligence Community (IC), Congress, and the overall national security apparatus.
Exceptional interpersonal, organizational, and problem-solving skills, including the ability to developing working relationships and networks with internal and external managers and staff; track record of briefing senior executives.
Analytical and critical thinking skills, including ability to interpret and synthesize complex information from multiple sources, and identify problems and develop recommendations that address those problems.
Familiarity with budgeting and financial management concepts; facility with Excel spreadsheets and other quantitative analysis tools.
Ability to manage competing priorities while maintaining a high level of attention to detail; ability to work effectively with ODNI's leaders in a highly active, fast-paced, and demanding organization.
Organizational skills and the ability to prioritize and manage multiple, time-sensitive tasks.
Awareness of ODNI and IC standards for correspondence, administrative regulations, policies, entitlements, allowances, and unique authorities.
Customer service skills and the ability to work with staff at all levels both internal and external to the IC, and in other government agencies, the private sector, and academia.
Interpersonal skills and ability to build and sustain professional networks across organizational boundaries to exert influence.
Communication skills (oral and written) to clearly present findings and recommendations.
