About the Position: The incumbent serves as a Transition case manager in the HQDA Casualty and Mortuary Affairs Branch (24 hour, 7 days a week facility) by providing direct execution of tracking of active duty casualties. Incumbent receives, reviews and validates casualty action on all Army soldiers Active Duty, DA civilian employees that are deployed or on temporary duty orders and deployed Army contractors.
Duties
Serves as a case manager in the HQDA Casualty and Mortuary Affairs Branch by providing direct execution of tracking of active duty casualties.
Receives, reviews and validates casualty reports on all Army soldiers (Active Duty, Separated, Retired), DA civilian employees.
Incumbent must record/journalize all details about the case into Defense Casualty Information Processing System (DCIPS).
Routinely provides pertinent casualty and/or incident information to team leaders and/or supervisors.
Conducts research and analysis on a variety of subjects as directed by the Chief, CMAB and other staff officers.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent may be required to perform occasional Temporary Duty Travel (10%).
- The incumbent will work primarily Monday – Friday.
- Must be able to obtain and maintain a Secret security clearance.
- This is an obligated position. You will be asked to sign an agreement acknowledging that you are aware of the obligation and willing to be displaced under reduction in force procedures upon the return of the former incumbent.
Qualifications
Position may be filled as a Temporary Appointment NTE 1 Year. Temporary appointments may be extended up to a maximum of three (3) years.
Current permanent Federal employees (to include permanent Army employees) applying for a temporary appointment will be appointed/converted into a Temporary appointment with no statutory return rights back to a permanent position.

Specialized Experience:One year of specialized experience which includes 1) Providing technical guidance to internal and external staff personnel and supported civilian population in support of the Army Casualty mission applicable benefits and entitlements. 2) Verifying personnel information through various HR Information Systems to include, but not limited to, the Integrated Personnel and Pay System-Army (IPPS-A), the Defense Casualty Information Processing System (DCIPS), and the Service members Group Life Insurance (SGLI) Online Enrollment System (SOES). 3) Utilizing information from the assigned Next of Kin (NOK), Casualty Assistance Officers (CAOs) and the assigned Casualty Assistance Centers (CACs) to construct, review and assemble accurate and timely tracking mechanisms AND 4) Serving as a liaison and subject matter expert with multiple casualty community stakeholders of the Casualty process and other supporting state and federal agencies to help ensure that applicable benefits, entitlements, and services are disbursed and provided to eligible beneficiaries. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
Education
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position,such as: Business Management, Business Administration, Resource Management or Human Resources Management.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
