This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: The incumbent will serve as the senior Personnel and Logistics Officer with the US Army Human Resources Command DCS G-1/G-4 at Fort Knox, Kentucky.
Duties
Oversee matters pertaining to personnel policies and procedures. Plan, direct, and execute personnel management, workforce development, labor-management relations, and well-being/MWR programs and policies for the organization and overall manpower.
Utilizing continuous process improvement, develop and update comprehensive civilian human resource policies and programs to support the organization’s missions.
Promote workforce efficiency and effectiveness through robust workforce development, recruiting and retention programs, and other HR strategies.
Consult and collaborate with leadership officials to streamline human resources procedures throughout the organization.
Direct and provide oversight of administrative services pertaining to personnel actions for several divisions across the organization. Collaborate with senior leaders to negotiate and coordinate work related changes affecting the organization.
Provide advice and guidance to senior leaders on a variety of civilian personnel matters in accordance with associated laws, regulations, and policies.
Ensure decisions concerning major policies are consistent with laws and regulations.
Act as the Chief Negotiator for labor related issues with the local union.
Coordinate resources among various directorates throughout the installation to ensure operational readiness of the organization.
Facilitate the processes regarding infrastructure requirements to ensure servicing agencies are able to provide support to accomplish organizational missions.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must obtain and maintain a Secret security clearance and access.
- This position requires that the employee occasionally travel away from the normal duty station.
- Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (SCFR Part 2634, Subpart I USOGE, 6/08). Executive Branch Personnel Confidential Financial Disclosure Report.
- Submission of the OGE-450 is required upon entering the position and annually, IAW DoD Directive 5500-7-R, Joint Ethics Regulation, dated 23 March 2006.

Qualifications

Specialized Experience: One year of specialized experience equivalent to at least the GS-14 grade level in the Federal service which includes 1). Develop plans and policies for organizational civilian personnel management, workforce development, labor-management relations, to facilitate the execution of organizational missions; 2). Execute management or organizational change via repeatable business improvement methods; 3). Provide technical advice, interpretation, and guidance to senior leaders on higher level policies, rules, principles, and procedures related to civilian personnel and logistics programs; and 4) Provide advice, counsel, and instructions to subordinates on work and administrative matters to in accordance with mission priorities to ensure and tasks are completed accurately and on time.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).
