The primary purpose of this position is to serves as an Operations Research Analyst and Advisor to senior leadership, providing data analytical expertise to execute assigned missions.

Duties

Serves as a data analytics expert and advisor to senior leadership as well as employees, supervisors, and managers. Provides analytic support to senior decision-makers. Formulates, directs, and executes operational research, focused studies, and operational analyses. Serves as an expert on modeling and simulation techniques. Interfaces with headquarters and other technical/analytical agencies on advances in state-of-the-art technology.

  • May be required to travel by military or commercial aircraft in the performance of TDY assignments.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, Series 1515. BASIC REQUIREMENT: Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. NOTE: You must submit a copy of transcripts with your application. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02, equivalent to the next to lower grade GS-11 or equivalent in the Federal Service. Specialized experience must includes knowledge of multiple disciplines including analytics, statistics, and economic analysis as required to conduct data analytics on varied and novel project/studies, including operational and strategic level assessments. Conducts data analytics and data mining involving operational and strategic level assessments, identification of shortfalls/gaps, resource allocations, and force management issues for the combatant command. Represents the organization during visits with government and industry representatives. Coordinates the contributions of professionals and specialists, notes problems that arise, and resolves differences. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of analytical, mathematical, or statistical theories, principles, concepts, methods, and techniques to develop analytical models and methods to conduct complex operational research. 2. Knowledge of missions, functions, goals, objectives, work processes and funding sources to inform Operations Research operations. 3. Skill in developing research techniques, data mining, database management, computer simulation languages, and concomitant ability to increase efficiency and effectiveness and enhance organizational performance. 4. Skill in oral and written communication to include persuasion, coordination, negotiation and briefing support. 5. Ability to apply quantitative techniques and models for studies to complete comprehensive mission analysis. 6. Ability to mentor, and motivate the staff of an organization. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
