About the Position: This position is located with the U.S. Army Research and Development Center (ERDC), Geotechnical and Structures Laboratory (GSL), Management Integration Office (MIO)
Duties
Coordinate, prepare, review, revise and submit the annual departmental budget to Laboratory leadership for approval.
Independently input the budget data in budget module of the Corps of Engineers Financial Management System (CEFMS).
Monitor the execution of the budget as well as monitors the account income resulting from laboratory operations, recommending course corrections needed to achieve fiscal year nominal balance.
Develop and recommend Departmental rate based on upcoming Fiscal Year (FY) budget and projected burdenable income.
Prepare monthly execution status reports and provide Laboratory leadership with status of account.
Establish asset accounts required to support the Laboratory strategic investment budget and work with the required offices to account for the investments and place the items in service.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- Appointment to this position is subject to a two year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position is required to complete the Financial Management (FM) Certification Program Level II.

In order to qualify, you must meet the education and/or experience requirements described below. Specialized Experience: One year of specialized experience which includes compiling, analyzing, and summarizing financial and/or budgetary information related to a Travel Card Program, a Purchase Card, or Business Process Improvements of the organization's financial program; AND translate organizational needs and objectives, by line item and object class, into budget dollars and the funding actions required to accomplish programs. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service DJ-2 (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Finance, Accounting, Auditing, Business Administration.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

This position is covered by the Science and Technology Laboratory Personnel Management Demonstration Project at the DJ-0501-3 (equivalent to GS-11 to GS-12). In accordance with the Federal Register Vol. 63, No. 57, dated March 25, 1998, an employee of the Laboratory Demonstration project must have a current average performance score of 2.5 or above in order to be selected for promotion. All applicants currently employed under a Laboratory Demonstration Project must include their most recent performance appraisal score as part of their electronic resume.
