Location: DFAS Office of General Counsel, Garnishment Law, Cleveland, OH This announcement will be used to fill positions with an entry grade of GS-11, or GS-12 with a target grade of GS-12.The minimum salary for a GS-11 is $75,777 and the maximum is $98,507. The minimum salary for a GS-12 is $90,825 and the maximum is $118,069.

Duties

Supervises a team of Paralegal Specialists involved in processing commercial and support garnishments, bankruptcies, involuntary allotments, divisions of retired pay, survivor benefit plan deemed elections, and associated court actions. Assigns and reviews work, monitors work in progress, and reports production and management information as required. Provides technical assistance to the team paralegals in the interpretation of laws, regulations, and complex cases. Review cases, phone logs, writing up errors; answering paralegal and customer service representative system processing questions; handling difficult customer service calls. Process the more complex cases such as writs of garnishment, requests for involuntary allotments from active duty pay, applications for direct payments to former spouses from retired pay for child support. For vacancies filled at less than the full performance level of the position, duties will be developmental in nature.

Qualifications

GS 11: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: reviewing applications under the Uniformed Services Former Spouse Protection Act to determine validity, reviewing legal process for child support, alimony, commercial debts to determine whether to accept or reject,and reviewing pay system information to properly establish garnishment against pay accounts; processing of garnishments, bankruptcies, involuntary allotments, retired pay, or other associated actions. GS 12: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal 2service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: reviewing applications under the Uniformed Services Former Spouse Protection Act to determine validity, reviewing legal process for child support, alimony, commercial debts to determine whether to accept or reject, and reviewing pay system information to properly establish garnishment against pay accounts; processing of garnishments, bankruptcies, involuntary allotments, retired pay, and associated actions; providing technical training or support to coworkers. This position is developmental and selections may be made at the GS-11 or GS-12 entry grade levels. Once eligibility and qualification requirements are met, selectees will be eligible for promotion at management discretion to the GS-12 grade level without further competition. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered at the GS-11 level, applicant must have served 52 weeks as a GS-09 or higher grade in Federal Service. To be considered at the GS-12 level, applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Education

GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements.
