Duties

Receive and review various court orders to determine the sufficiency of the legal documentation submitted for consideration. Analyze facts of individual case and research the laws to determine whether statutory requirements (i.e. service to process, exemption of pay, or other support provisions) have been met. Determine statutory requirements for the timely filing of answers and responses to interrogatories in state courts in garnishment and attachment cases. Provide advice/assistance to customers; make determinations of legal validity regarding all forms of garnishments, involuntary allotments, and bankruptcies. Conduct legal research into Federal and state statues, Federal and agency regulations and decisions of Federal and state courts in a variety of legal fields. Review, select, summarize, assemble, analyze information from federal/state statues, regulations, other directives on subjects such as support enforcement actions, divisions of pay-property, privacy of information, bankruptcy, and tax law collections Conduct legal research regarding pay, garnishments, involuntary allotments, bankruptcies, or collections. For vacancies filled at less than the full performance level of the position, duties will be developmental in nature.

Qualifications

This announcement will be used to fill positions with an entry grade of GS-7, or GS-9 with a target grade of GS-9.The minimum salary for grade GS-7 is $51,203, the maximum salary is $66,565. The minimum salary for grade GS-9 is $62,630, the maximum salary is $81,418. One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-05 for the GS-07 level, GS-07 for the GS-09 level) within the federal service, which demonstrates the ability to perform the duties of the position, is required. GS-07 Specialized experience is defined as: knowledge and understanding of laws, regulations, policies and provisions governing legal practices sufficient to provide support to attorneys and answer customer inquiries related to legal cases. Examples of qualifying specialized experience include: reviewing cases and court orders for completeness and accuracy; conducting legal fact-finding; answering customer inquiries regarding legal cases; preparing and organizing information in case files for review by attorneys. GS-09 Specialized experience is defined as: conducting legal research into Federal and state statutes; conducting legal research regarding pay, garnishments, involuntary allotments, bankruptcies, or collections; analyzing facts of individual cases and research laws to determine whether statutory requirements have been met; providing advice/assistance to customers and making determinations of legal validity regarding all forms of garnishments; and identifying the factual and legal issues and the relevant evidence to prepare case summaries or precedent cases. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for a GS-07, applicants must have served 52 weeks as a GS-05 or higher grade in Federal Service. To be considered for a GS-09, applicants must have served 52 weeks as a GS-07 or higher grade in Federal Service. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Education

GS-7 Substitution of Education for Experience: One full year of graduate level education or Superior Academic Achievement (http://www.opm.gov/qualifications/policy/ApplicationOfStds-04.asp) may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html).

GS-9 Substitution of Education for Experience: Two full years of progressively higher level graduate education, Master's or equivalent graduate degree, may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.
