About the Position: Contract Price/Cost Analyst requires knowledge of regulations to evaluate the reasonableness of contractor's proposals through cost and price analysis and cost realism analysis. The job includes development and implementation of computer models in support of the analysis techniques.
Duties
Evaluate reasonableness of contractors proposed price through cost and price analysis.
Evaluate quantitative aspects of proposals by using engineering evaluations of material types and quantitative and labor hours.
Serve as advisor or senior price negotiator to contracting teams and acquisition review boards.
Attend conferences between the contracting officer/specialist and contractors relative to pricing actions and present reasons for arriving at determination of allowable costs and recommendations made.
Develop computer models of contractor proposals in support of price/cost analysis techniques on major system acquisitions.
Consult with contractor personnel, engineers, cost estimators, administrative and shop personnel to determine that cost decisions are in the best interest of the government.
Coordinate different inputs to form a comprehensive report.
Assist contracting officer in resolving areas where costs and accounting issues are involved.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Foundational Certification or Contracting Professional within 36 months of entrance on duty.
- Must submit Financial Disclosure Report, OGE 450, upon entry into position and annually thereafter.
- Must be able to obtain and maintain a secret security clearance. If the security clearance is denied or revoked, the individual may be denied or removed from the position, accordingly.
- Business travel required 5% of the time.

Basic Requirement for Contract Price/Cost Analyst:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes: 1) Evaluating cost or pricing data to determine reasonableness; 2) Performing as senior price negotiator to contracting teams/boards/committees; 3) Assessing cost risk; AND 4) Developing profit and fee analyses. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
Education cannot be substituted for experience.
