This position is located with the Bureau of Indian Affairs, OJS, Assoc Dir-Tribal Justice Support in Bloomington, Minnesota. Program Specialist (Tribal Court) coordinates a variety of special projects relating to tribal courts and assisting in the police science and technology as related tribal courts. Duties

Manage the Office of Tribal Justice Support; Analyze current and proposed operating programs to evaluate their actual or potential effectiveness in achieving objectives; Maintain budget account controls, performs periodic review of accounting office financial statements; Conduct program surveys, audits, projects, etc., and provides advisory services to operating and management officials regarding programs within law enforcement in Indian country; Oversee execution of programs of significant scope and interprets new and established directives, instructions, regulations, etc., and delegations of authority for potential impact on objectives, operating policies, work operations, and progress; Extensively research information pertaining to a particular type of criminal activity or crime that includes chemical and drug abuse, reviewing/studying suicide trends, etc.; and Conduct training on programs and special projects at the Agency and District levels.

Qualifications

EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards). GS-09 GRADE LEVEL: To qualify at the GS-09 grade level, you must have at least 1 year of specialized experience at or equivalent to at least the GS-07 grade level, which must include the following experience: making travel arrangements and/or preparing travel vouchers; reconciling charge cards statements; requisitioning supplies; managing property inventory; preparing and presenting data in report format; AND/OR Completed 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree or a LL. B or J.D., in a related field of study, and submitted a copy of transcripts; AND/OR Combination of education and experience that when combined fully meet the minimum qualifications for this position. The total percentage equals at least 100 percent to qualify for this GS-09 grade level. You must submit your transcripts. GS-11 GRADE LEVEL: To qualify at the GS-11 grade level, you must have at least 1 year of specialized experience at or equivalent to at least the GS-09 grade level, which must include the following experience: independently managing financial, budget, performance or operations data for a court program; advising and discussing with management ideas on aspects of data collection and performance management; presenting written reports or oral briefings in support of the strategic plan and/or mission of a court office; and providing technical assistance relevant to court goals and objectives; AND/OR Completed 3 years of progressively higher-level graduate education or a Ph.D. or equivalent doctoral degree or a L.L.M. in a related field of study and submitted a copy of my transcripts; AND/OR Combination of education and experience that when combined fully meet the minimum qualifications for this position. The total percentage equals at least 100 percent to qualify for this GS-11 grade level. You must submit your transcripts. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472). The full performance level of this position is GS-11. Promotion potential in this announcement does not constitute a commitment or an obligation on the part of management to promote the employee selected at some future date. A career ladder promotion is at the discretion of management, and in no way guaranteed.

Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must send a Certificate of Foreign Equivalency with your transcript in order to receive credit for that education which shows the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
