The primary purpose of this position is to serve as an auditor at U.S. Special Operations Command (USSOCOM) Headquarters USSOCOM providing independent joint professional auditing services globally for a wide range of organizations, programs, systems, activities, and functions which ensure Major Force Program (MFP)-11 funding. acquisitions, personnel, contracting, purchasing, operations, and other resources to support USSOCOM, Special Operations Forces (SOF) Components, etc.
Duties
Plans and conducts independent audits of policies, programs, and operations covering a wide range of subjects for the multi-mission, joint service organizations of USSOCOM and develops audit programs to evaluate compliance with USSOCOM, DOD, service directives, polices, and guidance.
Independently executes audit procedures and methodology as an individual, part of a team, or a team lead on a multi-mission joint-service audit.
Prepares audit reports, special project results, or assists in writing complex audit reports, which present U.S. Special Operations Command-wide audit findings and cite applicable laws, regulations, and policies.
Performs other assigned tasks and special projects.
Incumbent is responsible to ensure the core classified national information protection security disciplines of information are fully covered from a policy and programmatic viewpoint to ensure overall information protection requirements meet mission requirements.

- At a minimum, qualification requirements stipulated by the U.S. Office of Personnel Management for the 0511 occupational series must be met.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- Required to obtain and maintain Top Secret security clearance with access to Sensitive Compartmented Information (SCI).
- This position is designated by the Air Force as a Testing Designated Position (TDP) under the Air Force civilian drug-testing program. As a mandatory requirement for employment in this TDP, the incumbent is to (CONT.)
- (CONT.) (a) refrain from the use of illegal drugs and (b) if required, submit to a urinalysis testing. The selectee must sign statements acknowledging the position is identified as a TDP.
- This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management. Section 1599d. Incumbent shall comply with the req. of this certification program
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, GS 0511.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting.
OR
Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:
A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes professional knowledge of the theory, practices, methods, and techniques of accounting and auditing that are commonly used within each service branch (Army, Navy, Air Force and Marine Corps) at the Major Command level, and unit level for installations that have Special Operation Forces, knowledge of organizational and program practices, policies, and functions.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Professional comprehensive knowledge of the principles, theories, techniques, and practices of accounting, management, and auditing to independently plan and conduct evaluations of financial accounts, special access programs, and/or management operations and controls.
2. Knowledge of current trends and developments in the auditing profession with the government, public accounting rms, and industry.
3. Knowledge of generally accepted auditing standards, agency practices, policies, and functions.
4. Knowledge of the principles, concepts, and techniques of statistical sampling.
5. Skill in planning and developing the audit, interpreting findings, and developing and modifying methods and techniques to resolve a variety of issues.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
