This position will serve as a Human Resources (HR) Specialist located in the HR Policy, Accountability, and Security Division of NNSA HR. The incumbent will serve as an authoritative policy advisor on multiple HR functional areas such as staffing and recruitment, classification, and employee relations, etc., as well as use analytical and evaluative methods in order to assess effectiveness of HR programs.

SPECIALIZED EXPERIENCE REQUIREMENTS
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band or GS grade level in the Federal service i.e., NQ-02 or GS-12. The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized experience for this position includes:
Applying HR concepts, principles, policies, and regulations in providing analysis, interpretation, application, and modification of HR policies and programs.
Providing expert and authoritative advice and guidance to address a wide-range of HR issues within multiple HR functional areas including but not limited to compensation, classification, staffing and recruitment, performance management, employee relations, benefits and work-life balance, RIF, executive resources, etc.
Conceiving, initiating, leading, and drafting HR policies and program improvement projects on human capital programs.
Evaluating and conducting studies on Human Capital Programs, applying evaluative methodologies, analyzing data and results. Conducting complex analysis that involves government-wide policy or program performance within the functional areas of Human Resources.
Participating in unique, controversial, and sometimes highly sensitive aspects of the policy or program.

Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
