Qualifications
NOTE: You must meet qualification requirements by the closing date of this announcement.
To qualify for the GS-12 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-11 level defined as providing guidance on labor relations issues such as union negotiations, pre-decisional involvement, or grievance response; or employee relations issues such as alleged harassment investigations, performance management, performance-based actions, or conduct-based actions. To qualify for the GS-13 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-12 level defined as advising management on labor relations issues such as union negotiations, pre-decisional involvement, grievance responses, or representing management in various forums or third-party proceedings; and advising management on employee relations issues such as alleged harassment investigations, performance management, performance-based actions, preparing proposal and decision letters for disciplinary and adverse action or representing management in various forums or third-party proceedings.
Your answers to the online assessment will be used to evaluate your competencies in the following areas:
Knowledge of case law applicable to these programs, including decisions of the Federal labor Relations Authority, Federal Service Impasses Panel, Comptroller General, Merit Systems Protection Board, arbitration cases.
Knowledge of the national collective bargaining agreement and regional supplemental agreement including midterm bargaining agreements affecting operational and personnel issues.
Knowledge of the problem-solving techniques of the region and the legal framework in which the program operates.
Knowledge of Office of Personnel Management and Agency personnel programs and systems, and relevant analytical and evaluation methodologies.
Ability to establish and maintain working relationships with leadership teams to provide effective and comprehensive management advisory services.
Skill in oral communication.
Skill in written communication.
