Qualifications
We are looking for at least one year of specialized experience related to this position as described below:
To qualify for the GS-13 level, you need to have at least one year of full-time experience equivalent to the GS-12 level defined as Experience providing guidance, consultation, and/or assistance to management regarding HR topics such as workforce planning, training and development, staffing and recruitment, or position management; or experience analyzing and identifying staffing requirements and developing recruitment strategies to meet organizational needs; or experience providing technical expertise and/or interpretations of policy and procedures on highly complex issues in various HR disciplines, including position management and organizational structure; or experience commenting on proposed legislation, policies, procedures, and directives affecting human resources programs.
Your answers to the online assessment will be used to evaluate your competencies in the following areas:
Knowledge in HR principles, concepts, practices, analytical methods and techniques.
Skill in workforce development and other HR program operations.
Ability to conduct research-based evaluation on training gaps, needs, and impacts on Agency.
Skill in oral communication.
Skill in written communications.
Knowledge of the concepts, principles, and methods of the Federal labor/employee relations program.
Skill in applying, labor/employee relations theory, principles, methods, and precedents.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
