You will serve as a NUCLEAR ENGINEER in the ENGINEERING and PLANNING DEPARTMENT of NORFOLK NAVAL SHIPYARD.

Duties

You will communicate directly with NAVSEA and NAVSEA Technical Representatives on matters concerning NDT, welding, component inspections, etc. You will independently audit reactor plant production and inspection areas and processes/procedures used on nuclear reactor plant materials, equipment. You will prepare audit reports and memoranda on selected phases of quality engineering programs; monitor technical training in the areas of nondestructive testing and welding; and accomplish other technical work as assigned. You will aid, assist, and provide technical consultation to the shipyard departments/divisions on matters concerning nuclear nondestructive testing. You will investigate and assist in resolving problems brought to light as prescribed in engineering criteria and procedures applied by inspection personnel. You will observe and confer with engineering, inspection, and production personnel in the field to evaluate and determine the nature of problems. You will review and approve operational non-destructive test pieces, radiographs, test questions and test answers prepared by the shipyard and used to certify non­destructive test personnel. You will conduct independent follow-up investigations on NAVSEA audit findings to ensure the shipyard has taken adequate corrective actions to resolve all findings, and that the actions are complete. You will devise forms or check-off lists needed to record and report audit information. and You will study revisions in designs, specifications, production methods and quality engineering concepts and revise shipyard audit criteria and attributes to maintain currency.

  • The incumbent should complete within 24 months of appointment the NAVSEA Qualification examination administered by Bettis Atomic Power Laboratory for Test Examiner in at least two (2) of the six (6) NOT program elements.
  • You will be required to successfully complete a pre-appointment physical examination.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience and technical knowledge with material, fabrication and installation work involved with Naval Nuclear Work repair. Experience and ability understanding structural and mechanical drawings in addition to reading and understanding technical engineering specifications and instructions. Experience analyzing the work performance and the product through the application of engineering principles to ascertain compliance with specifications in Radiographic (RT), Magnetic Particle (MT), Liquid Penetrant, Ultrasonic (UT), Eddy Current (ET), Visual (VT), and generic material identification and metallographic inspections and welding to NAVSEA specifications 250-1500-1, T9074-AD-GIB-010/1688, S9074-AR-GIB-010/278 and MIL-STD-1689. Experience in the development, analysis, evaluation, and presentation of facts and recommendations in clear, concise, and logical terms while under pressure, both orally and in writing. Basic Requirements:
A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2. 3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)
