This position is located in Caldwell, Idaho Area Office in USDA, Rural Development. This position serves as a key member of the State Director's staff participating in planning, development and implementation of rural development and assistance programs. As supervisor, provides administrative and technical guidance to a group of offices responsible for administering RD programs. Remote/Virtual: NO - This is not a REMOTE position.

Duties

Directly supervises specialists and technicians in area offices to establish priorities, performance and work assignments. Provides leadership in implementing community development principles of RD mission to ensure service delivery in rural America. Provides input for State Strategic plan to meet needs of service delivery. Plans, directs and coordinates Business, Community, and Housing Program operations for assigned areas, including credit counseling, application, servicing loans and grants and commercial credit analysis. Leads marketing efforts to promote programs and service of Rural Development.

Requirements

  • Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. For the GS-13 level: Applicants must have 1 year of specialized experience equivalent to at least the GS-12; or its non-Federal equivalent that demonstrate thorough knowledge and understanding of complex mortgage loan making/servicing and credit principles and practices in order to assess the fundamental soundness of loans; independently examine applications, supporting documents, and credit reports; maintain servicing activities on a variety of mortgage loans; and skill in directing and evaluating employees. Experience may have been gained in such work as reviewing and passing on applications for a variety of loans or by servicing a loan portfolio; analyzing financial information provided by loan applicants, determining eligibility for loans and repayment ability; reviewing and approving applications; performing financial analysis of commercial concerns for investment purposes; appraising real estate to determine property valuation, or similar work. There is no education substitution for the GS-13 grade level.
