This position is located in the Caldwell, Idaho Area Office of USDA/Rural Development (RD). Incumbent will act as primary contact for processing & servicing single family housing file statewide. It is a developmental position with duties designed to provide training and development to prepare the incumbent for advancement to a fully successful Loan Specialist. THIS POSITION IS NOT REMOTE OR VIRTUAL. Incumbent will be required to report to duty location of Caldwell, ID.

Duties

The incumbent works with loans and grants made or guaranteed by the government for very-low, low and moderate income families in rural areas to purchase, build or repair single family residences. Reviews loan applications for completeness and conformance with all RD requirements; analyzes and inputs data into appropriate automated database systems; analyzes financial and credit data documents. Prepares as applicable, conditional commitment, funding commitment and notification of loan closing, and certificate of eligibility and either approves or submits to, approving official. Conducts field site visits to determine occupancy and conformance with Single Family Housing (SFH) loan requirements for liquidation actions.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below. For the GS-9 level: Applicants must have 1 year of specialized experience equivalent to at least the GS- 07; or its non-Federal equivalent that demonstrates experience assisting higher graded specialists with loan making, servicing and underwriting duties such as regularly examining loan applications, supporting documents and credit reports; experience processing mortgage loans up to the point of final approval by a specialist with loan approval authority, maintaining servicing activities of somewhat complex mortgage loans and/or grants; assisting higher level loan specialists by performing assigned portions of financial credit analysis with more complex loans as a way of acquiring training and competency for more difficult loan examining and servicing assignments OR Masters or equivalent graduate degree in a related field, OR 2 full years of progressively higher level graduate education leading to such a degree, or LLB or J.D., if related OR a combination of education as described and specialized experience.
