About the Position: We are the Army Contracting Command - Aberdeen Proving Ground (ACC-APG). As a Contracting Center under the direction of the U.S. Army Contracting Command, we provide global contracting support to a diverse customer base in support of the Joint Warfighter.

Duties

Serves as an expert technical consultant and advisor to the Senior Contracting Official. Manages and directs the full range of negotiations, award, modification, management/administration, and termination of contracts. Reviews negotiation strategies on major procurements and provides direction and guidance on a variety of contracts which may include firm-fixed-price, and fixed-price with an economical price adjustment. Develops organizational recommendations and rationale for strategies to meet mission partner objectives. Provides authoritative interpretations on specific policy and procedural regulations, directives, and other contracting guidance from DoD, and DA. Performs the full range of administrative and technical supervisory duties. Plans work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work. Assigns work and establishes priorities; evaluates the performance of subordinates; gives advice, counsel, and/or instruction to subordinates on both work and administrative matters. Makes decisions on work problems presented by subordinate supervisors, team leaders, or similar personnel, or by contractors. Evaluates subordinate supervisors or leaders and serving as the reviewing official on evaluations of nonsupervisory employees rated by subordinate supervisors. Applies new and advanced concepts applicable to business practices, while adhering to, and ensuring compliance of Department of Defense (DoD), Department of the Army (DA), Federal Acquisition Regulations

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The position is CRITICAL-SENSITIVE (CS)/HIGH RISK requiring a Top-Secret security clearance or the incumbent must be able to obtain and maintain a Top-Secret clearance.
  • This position meets the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. This position is subject to a pre-employment screening, and random testing thereafter.
  • This position requires signature of DA Form 5019 (Condition of Employment For Certain Civilian Positions Identified Critical Under the Department of the Army Drug-Free Federal Workplace Program) and must pass urinalysis testing prior to placement.
  • This position requires submission of a Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
  • This position requires temporary duty (TDY) travel up to 25% of the time.
  • Acquisition Back To Basics: This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for (Contracting Professional-C) certification within 36 months as of entrance on duty.
  • This position is Critical Acquisition Position. Incumbent must meet the requirements for CAP. Note: Acquisition Corps membership is no longer required for Critical Acquisition Positions (CAP) and requests for waivers will no longer be excepted.
  • This is a Critical Acquisition Position (CAP). This position requires a 3-year tenure agreement. Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position requires certification per Federal Acquisition Regulation (FAR) and its supplements necessary to obtain a Contracting Officer Warrant.
  • This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled.
