About the Position: Delivering the power of Army contracting - Every day, Anywhere, Every time! Position is a Supervisory Contract Specialist with Army Contracting Command. This position has a Salary Control point to the GS-14 step 10 equivalent salary $186,629.

Duties

Serves as Contracting Officer and the Acquisition Branch Chief, overseeing, managing, and directing t Reviews negotiation strategies on procurements and provide direction and guidance on a variety of contracts. Ensures compliance with Federal Acquisition Regulation (FAR), DoD, DA, Department of Defense Grant and Agreement Regulations (DoDGARS), 10 USC2371b, and other contracting policies and procedures. Serves as an advisor identifying procurement problems and developing innovative solutions; providing recommendations and rationale for contracting strategies to meet mission partner objectives. Reviews, analyzes, and evaluates regulations to provide authoritative interpretations on specific policy and procedural regulations, directives, and other contracting guidance from the DoD and DA. Plans work to be accomplished by subordinates, sets and adjust short-term priorities, and prepares schedules for work completion. Assigns work and establishes priorities; evaluates the performance of subordinates; gives advice, counsel, and/or instruction to subordinates on both work and administrative matters. Provides contracting support in areas that may include base operations, information technology, research and development, test and evaluation, production, fielding, and sustainment of Department of Army (DA) and Department of Defense (DoD) programs.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Secret Security Clearance is required.
  • Financial Disclosure (OGE-450) is required upon entry of position and annually thereafter.
  • One-year Supervisory probationary period may be required.
  • One Year probationary period may be required.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectees must meet position requirement in Career Category "Contracting" for Foundational certification within 36 months of entrance on duty.
  • This position requires certification per Federal Acquisition Regulation (FAR) and its supplements necessary to obtain a Contracting Officer Warrant.

In addition to the basic education requirement listed above, you must also meet the specialized experience requirement listed below: Specialized Experience: One year of specialized experience equivalent to the NH-03/GS-13 grade level or equivalent pay band in the Federal service that includes: 1) Performing pre and post award contract management functions; 2) Briefing senior leadership on key acquisition and procurement issues; 3) Overseeing the daily operations of acquisition through various methods (i.e., team leads, committee chairs) and 4) Interpreting laws, regulations, and policies to execute contractual actions for procurement activities.
