This position is part of the U.S. International Development Finance Corporation (DFC), Office of Small Business & Financial Services (OSBFS). You will serve as an investment officer performing a full range of duties related to the development and analysis of new project financings, from project eligibility screening, intake and incubation to financial underwriting and analysis, across geographic locations around the world, to include project financings with a Climate link within OSBFS sector.
Duties
Conducts in-depth analyses of new loan proposals to determine their financial, technical, economic, legal, marketing, and political feasibility.
Performs in-depth analyses of: the nature of the proposed business ventures; financial statements; country related macroeconomic and microeconomic risks; risks related to project contractual obligations; the eligibility, financial standing and business background of the sponsor.
Negotiates with key interested parties on DFC loan terms, including pricing, collateral security and policy requirements.
Coordinates project financial plans and co-creditor arrangements with other creditors, such as development banks, IFC, Export-Import Bank, and commercial or impact investment institutions.
Consults with recognized industry experts on the technical aspects of proposed projects.
Obtains information through field visits, correspondence with officials of the host country, private firm representatives, U.S. AID and Embassy personnel and other sources needed to analyze applications for DFC financing assistance.
Prepares recommendations and required papers and correspondence. Presents loan proposals to the various approval committees. Reviews and comments on contracts, obtains appropriate agency clearances and obtains investor's signature and fee.
Works with others internally and externally to develop new business opportunities.

Qualifications
Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level). Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement.
TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
You may qualify at the GS-13 level, if you fulfill the following qualification requirements:
One year of specialized experience equivalent to the GS-12 grade level in the Federal service that includes:
(1) evaluating the financial and economic feasibility of debt transactions for commercial/business impact investing activities in developing countries or international emerging markets;
(2) customizing or developing financial models for measuring credit or investment performance; AND
(3) conducting loan underwriting, that includes 3 of the 5 listed tasks, for project finance and/or corporate investment finance in developing countries or international emerging markets:
corporate and country risk analysis
financial statement analysis
creating and analyzing financial projections
structuring credit facilities
drafting terms for credit facilities
You may qualify at the GS-14 level, if you fulfill the following qualification requirements:
One year of specialized experience equivalent to the GS-13 grade level in the Federal service that includes:
(1) sourcing and performing in-depth risk analyses and due diligence of project(s) and/or corporate financing of international impact investments and/or blended finance facilities in developing countries or emerging markets to include the economic, technical and financial viability of the social enterprise business model and the market opportunity;
2) negotiating, structuring, and drafting terms and agreements with investment counterparties; and
3) customizing or developing financial models for the analysis of credit risks including track record and projected financial conditions of borrower and/or investee.
Note: Include in your resume the developing countries or international emerging markets that you gained your project finance experience.
