You will serve as a FMS SUPV SECURITY ASSISTANCE SPECIALIST in the NAVY INTERNATIONAL PROGRAMS OFFICE FOREIGN MILITARY SALES (FMS) of NIPO FMS FIELD OFFICE.
Duties
You will analyze, coordinate, and recommend proposals and revisions to DOD, DON, and Navy IPO initiatives and policies for assigned programs.
You will establish program goals and objectives; develop resource estimates; and determine resource allocations for assigned programs.
You will serve on a variety of high level boards and committees, and/or liaison with DOD, DON, and other federal agencies, private industry and Navy IPO Personnel.
You will develop, review, and approve a variety of correspondence.
You will conduct presentations and briefings at the DOD, DON and organizational levels.
You will serve as a senior manager and recognized authority to the Division, Directorate, and Navy IPO senior management.
You will plan, promulgate, and interpret Department of Defense (DoD), Department of Navy (DON), and Navy IPO program policy and guidance.
You will provide general and specific management oversight of subordinates in the division regarding assigned programs, to ensure effective program implementation and consistency with existing policies on a long-term basis.
You will develop resource estimates; and determines resource allocations for assigned programs.
You will ensure that proposed and implemented policies and procedures are in accordance with DOD, DON and Navy IPO objectives.

- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- CLP: Acquisition Workforce (AWF) members must complete 80 hours of Continuous Learning Points (CLPs) every two years, in accordance with DoDI 5000.66.
- Security Cooperation Workforce Development (SCWD): In accordance with Security Cooperation Workforce Certification Program 2.0 requirements, incumbent must meet DoD SCW certification requirements applicable to the duties of this position.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 or GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
- Experience designing and implementing security assistance programs which support mission requirements and customer needs.
- Experience acquiring, developing, and managing a staff and supporting resources including planning, organizing and delegating work.
- Experience with Congressional, State, OSD, and Navy policies with regard to Foreign Military Sales, leases, grants, and weapons transfer initiatives under the Security Assistance program.
- Experience with the development, implementation, and management of Letters of Offer and Acceptance.
- Experience of International Affairs in relation to security cooperation.
